- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with JEOL USA Inc., 11 Dearborn Road, P.O. Box 6043, Peabody, MA 01961-6043 for a Direct Analysis in Real Time (DART) Mass Spectrometer. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The Direct Analysis in Real Time (DART) mass spectrometer source has been a technological breakthrough in the field of analytical chemistry. Coupled with the AccuTOF Time of Flight (TOF) mass spectrometer, it provides instant accurate mass data for analyte identification without the need for sample preparation. To perform an analysis, a sample is simply placed between the source and the mass spectrometer, at room temperature and pressure. JEOL USA Inc. is the sole patent holders for the DART technology. Only JEOL USA Inc. have complete and direct access to all manufacturer's technical specifications, instrument service manuals, schematics, and copyrighted and proprietary software. JEOL USA Inc. DART Mass Spectrometer is a sole source product manufactured and sold by JEOL USA Inc. JEOL USA Inc. does not sell this system through distributors or resellers within the United States. AccuTOF-DART technology is used by the Chemistry Unit for a wide variety of casework requiring chemical analysis, including product tampering, poisoning, toxicology, drugs, and bank dye. The JEOL USA Inc. Dart System would increase and simplify sample processing and decreasing the work load for the FBI. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 8:00 am, EST, by August 09, 2012, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
