Description
Products required for IBM AIX Mid-Tier Servers The DLA Distribution has a requirement for (6) six brand name IBM Mid-Tier Rack Mount Power 740 Express Servers with 4 processors for DLA Information Operations sited at New Cumberland PA. The Government intends to issue a Firm Fixed Price contract for this supply. The FOB point is DLA Distribution New Cumberland (Destination). There is an equipment list attached to this pre-solicitation notice that should be reviewed by each interested it comprises all products required for the servers. BRAND NAME JUSTIFICATION: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1) as Implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. DLA has a requirement to stand up a standalone version of the Distribution Standard System (DSS) on a platform other than the current Z/OS mainframe platform in order to better serve the war fighter and new DLA/DOD users. This requirement is for a copy of the DSS system to execute on IBM's AIX operating system. The requirement is for DLA to use the same source code between the IBM Mainframe and the Mid-Tier copy of DSS. Going with another operating system would cause the program changes thus invalidating the requirement. AIX will only run on the IBM Servers. The AIX operating system provides the most secure lower tier platform and is the highest rated operating system for DB2 LUW performance on the lower tiers. This IBM P Series server has proven robust enough to accommodate the AIX operating system as well as the twelve hundred Distribution Standard System DB2 tables to be installed on it required for this project. Any other product would not be feasible solution for this project. This is a 100% small business set aside. The applicable NAICs code is 334112. The size standard is 1000 employees. All interested and responsible parties may submit a proposal that will be considered by the DLA Acquisition Operations. The solicitation number is SP3300-12-R-0037, and it will be posted to the Federal Business Opportunities Website on or about (O/A) August 14, 2012 closing (O/A) September 14, 2012. This is solely a pre-solicitation notice interested parties will be given an opportunity upon posting of the solicitation to submit questions via email in regards to the above listed requirement and should wait until that designated time period.
