- The National Marine Fisheries Service (NMFS), Office of Science & Technology, 1315 East-West Highway, Silver Spring, Maryland has a requirement for a vendor to - Provide all labor, supervision, equipment and material to provide West Africa Regional Observer Program Support in accordance with the Statement of Work and the following: Key tasks include, but are not necessarily limited to, the following: Coordination of the Fisheries Scientific Computing Systems (FSCS) National Observer Program (NOP) Assistance West Africa Regional Observer Program Assistance Expertise Key areas of expertise include the following: • Master's of Science in fisheries, aquatic sciences, or a related field • 10 or more years of experience working in fisheries or aquatic sciences, including policy experience and collecting scientific information at sea • Prior experience and familiarity using the FSCS v.2.01 application at sea • Working knowledge of relevant Federal and NOAA ecosystem related programs and NOAA staff expertise • Intimate knowledge and understanding of ecosystem, fishery, and aquatic science subject matter and terminology • 10 or more years experience working in U.S. fisheries observer programs as an observer, program manager, or data analyst • Knowledge of the contracting methods used to procure observer services • Experience providing regional level coordination of domestic observer program • Experience providing regional level coordination of observer program initiatives in other countries • Experience managing projects where funds from various public and private sector donors are leveraged to accomplish multiple objectives • Experience drafting project proposals, coordinating deployment of observers, and reporting on outcomes of training programs • Ability to work independently and strong time management skills as well as work effectively in interdisciplinary teams and collaborative settings Period of Performance: September 1, 2012, or date of award, whichever is later, through August 31, 2013. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the System for Award Management (SAM): www.sam.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is 9999 and NAICS Code is 561990, small business size standard is $7.0 million. No Defense Priorities and Allocations System (DPAS) rating assigned. Copies of the solicitation will only be posted on FEDBIZOPPS webpage www.eps.gov. Hard copies of the RFQ will not be issued.
