- Specification for Manufacture of Propulsion Shafts This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and HSAM 3006.302-1. This is not a pre-solicitation notice or solicitation for proposals/quotations. REQUIREMENT : The U.S. Coast Guard (USCG), Surface Forces Logistics Center has a requirement for the manufacture of propulsion shafts in accordance with the provided specification for one Base Year and four Option Years: Shaft, Propulsion, NSN: 2010-01-445-7940, QTY. Estimated 40 Shafts Base Yr. and Estimated 30 Shafts per Option Yr. This sources sought notice is being issued to obtain information on vendors capable of machining the shafts to specification, Specification P-243-0211 Revision J attached. The contractor will have to procure four (4) inch bar stock in order to manufacture the shafts. The machined taper on these shafts is very difficult to obtain and it will take extra time for machinists to manufacture a proper fit with the Ring and Plug Gauge Set, NSN 5220-01-F06-0800, which will be Government Furnished Property under the contract. Critical USCG Quality Assurance Inspections will be conducted at the contractor's facility on each shaft and the government will only accept shafts that pass the Quality Assurance Inspection. The contractor will have to submit a Quality Assurance Plan to the USCG for review and approval and First Article Testing will be required prior to contract award. All costs including packaging, marking and bar-coding in accordance with Specification P-243-0211 shall be incorporated in the cost of the shafts. Standard manufacturer warranty is required. The anticipated NAICS Code is 332710, Machine Shops. Period of Performance : It is anticipated that a requirements contract with one (1) Base Year and four (4) Option Years will be awarded for this requirement. The U.S. Coast Guard, Surface Forces Logistics Center is a secure facility, so contact Miss Dixon before hand-delivery is attempted. Please submit your information by 4:30 p.m. Eastern Standard Time (EST) on August 21, 2012. The following information / documentation must be included in your response: ( a ) a positive statement of your intention to submit a bid for this solicitation as a prime contractor, to include business size and, if applicable, your small business status and ( b ) evidence of experience in supplying the required items to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. At least two references are requested, but more are desirable. All of the above must be submitted in sufficient detail for a decision to be made for a small business set aside. A decision on whether this will be pursued as a small business set aside or on an unrestricted basis will be posted at www.eps.gov.
