- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The objective of this requirement is to conduct a crosswalk of the current base operations and test range operations PWS and the revised PWS, and gap analysis to identify (1) omitted tasks, and (2) any overlap or redundancies. A written summary will be produced that details the findings of the PWS crosswalk and gap analysis, along with a letter that clearly states the findings and conclusions of the project. Under the required contract action the contractor will not develop USG requirements or a PWS, nor engage in acquisition planning. Of importance, concerning the USAKA/RTS IMCOM transition or potential recompete, the contractor will review the current contract PWS and draft revised PWS for consistency or disconnects, while providing feedback to the contracting officer and requiring activity. The contractor will not perform any inherently governmental functions, closely associated inherently governmental functions, nor personal services under the resulting purchase order. This requirement is intended as a sole-source procurement, with award of the contract going to Weston Solutions, Inc. Weston Solutions provided a previous crosswalk of potential PWS (USCOE contract# W91278-08-D-0039) during initial discussions of this transition and therefore has unique knowledge of the requirement.
