- NAICS Code: 541990, All Other Professional, Scientific and Technical Services. The U.S. Environmental Protection Agency (US EPA) intends to negotiate a sole source firm-fixed price purchase order under Simplified Acquisition Procedures for professional contracting services of Penn State University for implementation of a shallow convection parameterization (SCP) code in Weather Research & Forecast (WRF) model for applications to couple with EPA's Community Multiscale Air Quality (CMAQ) model. Development of such a code requires a highly specialized knowledge about weather, climate, clouds, microphysical processes and particulate matter/aerosols. The science code development can only be done by the Penn State since it is hosts unique technically qualified scientist to provide service and support for their science codes. The service agreement includes development of quality assurance procedures; written documentation, computer scripts, and code operable on Linux/Unix ma chines; and documented in-line codes and with release notes. Documentation and computer scripts and code will be delivered electronically. Scientists in the Penn State University have published peer reviewed journal articles on shallow cloud processes to study impacts of shallow clouds in meteorological modeling. Thus, Penn State is the only known source who has developed a scientific methodology to model shallow clouds and published peer reviewed journal articles that have identified the impact of clouds on meteorology. A scientific literature survey has been conducted to find out all eligible candidates. It was found that no other entities/scientists in the scientific industry is actively performing research in this area for regional climate modeling. Thus, our finding is that the Penn State University is only the entity in the U.S. that can develop the SCP code for use in regional meteorological models. Development of such a code requires a highly specialized knowledge about weather, climate, clouds, microphysical processes and particulate matter/aerosols, and at present the Penn State University is only the known source for this type of scientific research. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. The period of performance for this requirement is 12 months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. This solicitation and amendments will be available via the internet at the following URL: http://www.epa.gov/oam/rtp_cmd/index.htm The intent of this synopsis is to state the Government's intention to sole source this acquisition and to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
