NOTICE OF INTENT TO SOLE SOURCE Notice Date 08/07/2012 Notice Type Special Notice NAICS 334119 Other Computer Peripheral Equipment Manufacturing Contracting Office National Archives & Records Administration, Acquisition Services Division 8601 Adelphi road, Suite 3340, College Park Maryland, (NAA) ATTN; Jon McIver, ZIP Code 20740-6001 Solicitation Number NAR-12-LP-0366 Archive Date 8/22/2012 Point of Contact Jon McIver 480-584-9433 E-Mail Address Jon.mciver@nara.gov Small Business Set-Aside Yes Description The Contracting Office on behalf of the National Archives and Records Administration, Richard Nixon Library intends to award a sole source contract under the authority of FAR 6.302-1 (c) which states that this authority may be used when "the use of such descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company for the following equipment: NARA seeks a Sole Source delivery order for two (2) SADiE6 Digital Audio Workstations (DAWs) procured from Prism Sound for a digital mastering project for preservation and eventually enhanced access of the Nixon White House Tapes. The Nixon Library archival staff has not engaged in digital mastering, and needs to begin to follow the National Archives' current requirements for preservation and digital mastering. A Digital Audio Workstation (DAW) has four components-a computer, usually a high-performing PC, an analog to digital (a2d) convertor, digital audio editor software, and an input device to modify the audio. Because of the DAWs complex, highly sophisticated technical nature, they are built or engineered by experts such as Prism Media's SADiE6 (Studio Audio Disk Editor). This turnkey system has both unique software and hardware. As the Richard Nixon Library Tapes Team is in the business of archival processing and not a full on audio production and engineering studio, a turnkey DAW is essential. Additionally, a key element in the SADiE6 is that it has the capability to chase timecode. Earlier analog transfers of the White House Tapes have been timecoded. In 2002, the Nixon Presidential Materials Staff purchased SADiE4 systems. SADiE's ability to chase timecode allowed for timely editing of the tapes according to paperwork produced during review. The use of this system will continue to provide access and continuity to timecode, and thus continuing to facilitate future review and future. The SADiE system is also powerful enough that Nixon Library staff can render audio files in a manner that allows other software to view the file. In other words, library staff will not be hampered by proprietary or interoperability issues with regard to the digital preservation masters created using this system. The "turnkey" SADiE6 DAW, will arrive correctly assembled and connected (especially the analog to digital convertor). Because of Nixon library Preservation staff's familiarity with the system, work on the highly necessary preservation project can begin immediately. The Nixon Library Staff has significant confidence in the reliability of the turnkey SADiE6 DAWs (especially due to the overall reliability of the earlier SADiE4 systems) and customer service from the supplier. This action will result in a Firm-Fixed Price contract with a total cost of $22,500.
