Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI) plans to procure on a sole source basis with University of Illinois at Chicago 809 S Marshfield, Chicago, IL 60612 for NCI PERSPCS and SNEPCS Data Analytic and Publication Activities. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 518210 and the business size standard is $25M. Period of performance is for twelve months from time of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The NCI Physical Education Related State Policy Classification System (PERSPCS) and the School Nutrition Environment State Policy Classification System (SNEPCS) provide an empirical coding of state level school physical activity and nutrition legislative policies that have been codified into law. Laws are tracked at the state level for each of the 50 states and the District of Columbia, and the databases were updated annually from 2003 to 2008, 2010, and then biannually thereafter. The classification systems are used by researchers, policy makers, and school administrators to obtain information on state laws impacting childhood obesity, evaluate changes in policy over time, and understand current state level efforts aimed at preventing the obesity epidemic. The ratings may be used in larger evaluation studies to examine the relationship between policies and environmental or behavioral outcomes at the macro- and micro-levels. Currently, the PERSPCS and SNEPCS exist as publicly available data sets, and four publications describe the Policy Classification Systems. However, five new variables were added to the Policy Classification Systems, 2010 data was recently released, and coding will be initiated for the 2012 policy data year. Work is needed to develop publications suitable for impact journals and conference presentations that link the new PERSPCS and SNEPCS data to other databases in order to evaluate the effect of state policy on district, school, and individual behavior. In addition to articles for the scientific audience, brief summary reports of publications using State Policy Classification data are also needed to further disseminate information. Brief reports and similar data analytic summaries suitable for the posting on Policy Classification Systems website are needed to further the use and impact of the policy databases. The University of Illinois at Chicago (UIC) is uniquely qualified to perform the requested services. UIC houses the Institute for Health Research and Policy (IHRP) and the Bridging the Gap (BTG) program - a national research program of the Robert Wood Johnson Foundation. UIC researchers from the IHRP and the BTG program represent a unique set of resources and skills unmatched in other institutions in the United States. UIC is the only organization capable of fulfilling the requirements of this contract because UIC is a member of IHRP and BTG is nationally recognized expert in the relevant surveillance systems central to this project, have developed and continue to maintain their own surveillance system: the State Snack and Soda Tax Data system, and form the core group that created a paper-based inventory of surveillance systems. The UIC have detailed knowledge of the surveillance systems to provide scientific expertise on tasks relevant to the PERSPCS and the SNEPCS systems and supporting documentation. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 21, 2012. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
