- Statement of Work - Simplex Grinnel (SG) 4100U Fire Alarm Control Panel Repairs and Service Upgrades Sources Sought - Simplex Grinnel (SG) 4100U Fire Alarm Control Panel service and service upgrade located in Building at Buckley Air Force Base, CO. Buckley Air Force Base (BAFB), located in Aurora Colorado is conducting market research with the intent of determining the interest, capabilities, and qualifications of potential small businesses to provide repairs and service upgrades for a Simplex Grinnel (SG) 4100U Fire Alarm Control Panel (FACP). The work includes the diagnosis of the FACP for Building 600 and provides installation of parts as deemed necessary for the repair. Market research conducted in the past several years have supported that Simplex Grinnel is the "ONLY" supplier who can provide these services. In turn, Simplex Grinnel has been the sole source provider to conduct these services for all Simplex Grinnel products in this region. This notice is to ascertain whether market conditions have changed for these services. Only those small business firms authorized and/or qualified to provide this service on this type of equipment need to respond. As of present, a requirement has not yet been established; therefore, a draft Statement of Work (SOW) is attached. Upon the review of industry responses to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of a full and open competition is in the best interest of the Government. The Contractor shall be required to provide all labor, materials, tools, and equipment in order to provide these repairs in accordance with the SOW. All Contractors that have the capability to provide these types of repairs may indicate their interest for future contracts by providing the following information to include a capability statement: (1) Identification of company size status, certifications, i.e., 8(a), HUBZone, SDVOSB, small business. (2) Proof of experience and capability. (3) Responses to the 6 questions listed below this paragraph. This information; to include a capability statement, will NOT be accepted after the due date/closing date of this Sources Sought request. Responses shall be limited to no more than 5 pages in length. 1. Has your company ever performed services as a contractor or subcontractor under a Government contract? 2. Has your company performed these services as described above or similar services on the equipment identified within this Sources Sought Notice? 3. How many employees does your firm staff? 4. Do you currently have personnel who can perform these services and are able to pass various United States Air Force (USAF) law enforcement and Central Bureau of Investigation (CBI) background checks for access onto Buckley AFB? 5. Does your company provide this service or do you subcontract the work? Which of the requirements would be subcontracted? 6. Do you currently (within the past 3 years) have relevant experience in all areas of this requirement? If not, please list the specifics areas of service that your firm has provided in the past. THIS SOURCES SOUGHT IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. Note that this is not a request to be placed on a solicitation mailing list nor is it a request for a proposal, quotation, or an announcement of a solicitation. The Government has identified 2 different North American Industry Classification System Codes (NAICS). The first NAICS code is 334290 - Other Communications Equipment Manufacturing services and the size standard under this code is limited to 750 employees. The second NAICS code that was identified is 238210 - Electrical Contractors and Other Wiring Installation Contractors with a size standard of $14 million. If you believe another NAICS is more applicable based on the Statement of Work (SOW), please indicate and state the justification with your reply. All interested firms should notify this office in writing via e-mail, or facsimile by the due date provided within this notice. The Government will not pay for any material provided in response to this Sources Sought Notice nor will data provided by an interested firm be returned to the sender.
