- Play Area Floor Plan - 6 Aug 12 Attachment 1 - Statement of Work 6 Aug 12 The 28th Bomb Wing, 28th Contracting Squadron (28 CONS), Ellsworth Air Force Base (EAFB) will be issuing a Request for Quotation (RFQ) for installation of a new indoor play area in the Ellsworth AFB Library, Bldg 3910. The target age group will be children aged 1 to 6 years old. This contract award will be Firm Fixed Price in which the contractor shall provide design, delivery, assembly, installation, and certify as an indoor play area. All work shall be in accordance with federal, state, local laws, and regulations & guidelines established by the U.S. the American Society for Testing Materials (ASTM) for playground equipment (F1292, F1487, and F1951), the International Playground Equipment Manufacturing Association (IPEMA), the Consumer Product Safety Commission (CPSC), ADAAG, Public Playground Safety Handbook and this document. This acquisition is being solicited as a 100 percent set-aside for small business concerns only. The area of concern within this project is Governmentally owned. The contractor work hours and library hours of operation are Monday-Friday 0700-1630 and Saturday 0930-1700 excluding Federal holidays. All work shall be accomplished in accordance with contract documents and most recent Federal and State regulations. The North American Industry Classification System (NAICS) code is 339920 with the size standard of 500 employees. Please ensure NAICS code 339920 is certified within the System for Award Management (SAM) databases ( www.sam.gov ). The magnitude of the requirement is a maximum of $100,000. The latest completion date that will be accepted is 5 January 2013. The award method for this RFQ will be made to the Best Value offer meeting or exceeding the acceptability standards for non-cost evaluation factor(s). The non-cost evaluation factor for this award is stated in the SOW under the General Information and Requirements portion. It is anticipated the RFQ will be electronically posted on the Federal Business Opportunities (FBO) web page on or about 15 Aug 12. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The Government intends to hold a site visit on or about 22 Aug 12 and the exact date and time will be identified in the RFQ. Request any questions concerning this requirement be forwarded as soon as possible but not later than 17 Aug 12 to kevin.ralston@ellsworth.af.mil and david.mendelsohn@ellsworth.af.mil. NOTE: All prospective contractors must be registered in the System for Award Management (SAM) www.sam.gov database in order to be eligible for award. Registration requires applicants to have a DUNS number form Dun and Bradstreet. Registration may take up to three week to process. Recommend registering immediately in order to be eligible for award. All prospective contractors submitting an offer in response to the subject solicitation must go to http://www.sam.gov/ to add or update records.
