Description
The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Agilent Technologies, 2850 Centerville Rd, Wilmington, DE 19808-1610, for the purchase of 1260-1290 HPLC modules. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase 1260-1290 HPLC modules as replacement of older modules from the same vendor, which already have developed and validated methods produced. Purchasing a system from a different vendor will require additional development and validation. The trade-in modules, which have significantly reduced the total cost, would not be taken by other vendors. The system is modular which allows for adding modules or switching configurations to meet specific analytical needs. The maximum pressure for the system is 600 bar, which is needed for analysis with small practice size chromatography columns. The maximum flow rate for the system is 10mL/min which allows for preparative chromatography applications. This is the only system that allows for seamless integration into the current workflow. This is the only product which can be bought using the trade-in of the older modules. This is the only product which allows for continuity between all the LC systems on one instrument. Thus, Agilent Technologies, the manufacturer of this system, is the only company that can be used. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Agilent Technologies. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 24, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
