Description
The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Agilent Technologies, 2850 Centerville Rd, Wilmington, DE 19808-1610, for the purchase of two new Agilent 1200 series of HPLC systems. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase two new Agilent 1200 series of HPLC systems with trade-in of the old Agilent 1100 HPLC systems. Agilent Technologies is the only responsible source capable of meeting the Government's requirement because they are the only vendor that can manufacture these systems, which are 100% compatible with the current configuration for the on-line SPE-HPLC-MS/MS system. Additionally, the new Agilent 1260 systems can withstand the higher pressure and provide higher resolution and faster separation. The Agilent systems will be used for bisphenol A (BPA) and environmental phenol analysis in human biological samples, a vital part of OATB programs. The analytical method, originally developed using Agilent HPLC systems, has been successfully applied to the analyses of BPA and phenols in more than 20,000 urine samples, including 5 rounds of NHANES studies. If lab switches to the other HPLC systems, the method needs to be reevaluated and validated, due to the complex compatibility issues from different software and firmware of the systems. This would cause unacceptable delays in fulfilling agency's requirements. The current environmental phenol method is a unique high-throughput analytical method based on the custom-build on-line SPE system from Agilent HPLC modules. It requires the autosampler to have capacity to inject large volume of the samples and the good communications between different modules and MS. Some of these features are not available from other vendors. Agilent 1260 HPLC system is the only product which is 100% compatible to the configuration of the current system for the environmental phenol analysis. It is the only system that can be used to build the customized high-throughput on-line SPE system. Thus, Agilent Technologies, the manufacturer of this system, is the only company that can be used. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Agilent Technologies. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 24, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
