- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Waters Corporation, 34 Maple Street, Milford, MA 01757. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase an Electron Transfer Dissociation (ETD) accessory for a Waters Corporation Synapt G2-S Mass Spectrometer. Waters Corporation is the only responsible source capable of meeting the Government's requirement because they are the only vendor that can manufacture this accessory, which is compatible with Waters Synapt G2-S Mass Spectrometers. No other commercial alternative to this accessory exists at this time. This accessory is deeply embedded in both the hardware and software of the Waters Synapt G2-S Mass Spectrometer. Most tandem mass spectrometers currently available include a functionality called ‘collision induced dissociation' (CID), which is very effective means of breaking up molecules in ways that provide extremely valuable information about their identity. The functionality is widely used in both quantitative measurements and in toxin identification at CDC. ETD is a related functionality, which provides a different means to break up molecules inside the mass spectrometer. The information gained by CID and ETD is complementary: more information can be gained by application of both functionalities at the same time than by application of one of them alone. The ETD accessory will be used to provide more detailed information in a range of projects that are of clinical importance to CDC, including projects on protein toxins and influenza vaccines. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Waters Corporation. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 24, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
