- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Perkin Elmer Life and Analytical Sciences, 710 Bridgeport Avenue, Shelton, CT 06484-4750. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase automated tube rotator for simultaneous 360 degree rotation of 4 racks (FluidX #65-9454) of capped glass tubes (FluidX # 65-9003). Perkin Elmer is the only responsible source capable of meeting the Government's requirement because they are the only vendor that can manufacture this automated tube rotator, which is needed to be integrated with a complex multiple system robotic work station. It is compatible with Caliper software (Mitsubishi Robot RV-iLinkPro Adapter and Sciclone/Zephyr I/O control module UAC Gen 3), and can be handled by a Mitsubishi Robot RV. The FluidX vials are critical to our assay that requires large range of temperature (-70°C for storage and 80°C for hydrolysis), and this rotator works for this type of vials and tube racks that come with them. Our assay also requires a complete 360 degree rotation for efficient liquid-liquid extraction. Perkin Elmer is the only vendor that could provide this specific system that would be compatible with our robotic workstation. Perkin Elmer is the only vendor that can provide a system that meets our needs (360 degree rotation, can be integrated with Mitsubishi Robotic arm and can handle multiple racks of 12, 24, 48, 96 tubes). Thus, Perkin Elmer is the only company that can be used. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Perkin Elmer Life and Analytical Sciences. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 24, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
