Description
The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Waters Corporation, 34 Maple Street, Milford, MA 01757, for the purchase of nanoAcquity UPLC columns. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase 40 nanoAcquity UPLC columns with BEH 130 C18 packing material, 20 nanoAcquity UPLC columns with C18 packing material, and 10 Acquity UPLC columns. Waters Corporation is the only responsible source capable of meeting the Government's requirement because they are the only vendor that can manufacture these columns, which can withstand the high pressures up to 12,000 PSI. These products contain special, trademarked fittings that allow for safe operation at such high pressures - other products do not contain these fittings and will only work safely at lower pressures of less than 4,000 PSI. Operation at this very high pressure is what allows us to greatly reduce our run time, allowing for our needed high throughput. The nanoAcquity UPLC columns are used for separation of botulinum neurotoxin digestion products to maximize their detection. The Acquity UPLC columns are used for the quantitation of botulinum neurotoxin in clinical samples. All of these columns are used on an ultra-high pressure liquid chromatograph (UPLC), which is made by Waters Corporation. This is a new technology and no other company has this technology. It allows for rapid separation at very high pressures - greater than 4 times that of standard HPLC. The lab's UPLC requires columns which can withstand pressures up to 12,000 PSI. Operation at much greater pressures allows for rapid separation of the digestion products. With this technology we can identify a sample containing botulinum neurotoxin in a clinical sample with a 7 minute UPLC run as opposed to 25 minute HPLC run. Furthermore, we can quantitate the level of botulinum neurotoxin in a clinical sample in 6 minutes rather than 30 minutes. The use of columns which incorporate UPLC technology enables processing of samples in a high-throughput manner, allowing to diagnose patients at a rate 4 times faster than if the traditional HPLC technology was used. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Waters Corporation. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 24, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
