- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute of Drug Abuse, Office of Acquisitions-Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Sysnav, 57 Rue De Montigny, Vernon, 27200, to lease six (6) accelerometers devices for eight (8) months. NINDS would like to measure upper extremity function, particular the use of accelerometers, to NINDS natural history study of pediatric neurogenetic and neuromuscular disease in order to understand hand and finger movement better, especially in non-ambulatory patients with neuromuscular disease. This will involve measuring upper extremity function in the home setting over several. After obtaining the accelerometers data, NINDS will be able to compare the results to several scales of upper extremity function such as the Brooke, ACTIVILIM and QUEST. The upper extremity function, including movement an strength, is poorly understood in patients with pediatric onset neuromuscular disease and is not captured in many existing scales or by myometry. However, functional use of the arms, hands and fingers is extremely important in activities of daily life such as self-feeding, particularly in patients who have lost ambulation. Research has shown that upper extremity function correlates with gross motor function to some degree but shows greater variability, particularly in non-ambulant patients. In particular, wrist-worn accelerometers have been well tolerated and are reliable and valid measures of upper limb activity. They have no risk associated with them and provide valuable data, including counts of movement and energy expenditure. Sysnav is a specialized navigation company that specializes in location devices independent of satellites. The accelerometers were developed specifically for patients with neuromuscular disease and are equipped to measure upper extremity movement in ambulatory as well as non-ambulatory patients (by subtracting wheelchair movement). The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
