The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma, contemplates the acquisition of thermal flight strips for air traffic control operations. These flight strips are an essential tool in tracking aircraft. The flight strips are to be manufactured in accordance with FAA Specification FAAD-F-1374, dated July 26, 2012. Full-and-open competition will be utilized for this requirement. The FAA contemplates the use of an Indefinite-Delivery type contract with fixed unit prices, with a base year and four 1-year options, for the acquisition of these thermal flight strips. Estimated quantities over a 5-year period (base contract year with four 1-year options) are as follows: Thermal Flight Strips, NSN 7530-01-450-6963 1st Year (Base Year)- 12,000 boxes * 2nd Year (Option I) - 12,000 boxes * 3rd Year (Option II)- 12,000 boxes * 4th Year (Option III)- 12,000 boxes * 5th Year (Option IV)- 12,000 boxes * *A single box contains one individual stack of 1,000 contiguous fanfold strips, folded singularly. The FAA has adopted a two-phase approach in accommodating this acquisition. The first phase (identified as SIR1) involves offeror submission of non-converted material and thermal flight strips (bid samples) for testing and evaluation by the FAA against established specifications and standards. Only those offerors submitting non-converted material and bid samples that are found to conform to FAA's specifications and standards will be permitted to participate in the second phase of the acquisition process. The second phase (identified as SIR2) will involve the issuance of a Request for Offer (RFO) with submission of price proposals based on each successful offeror's submission under the first phase. Under SIR1, interested offerors are required to submit a sampling of non-converted material and bid samples. The FAA will require two (2) sheets of non-converted sample material with dimensions of 25 inches by 36 inches to be tested for compliance with the Technical Association of the Pulp and Paper Industry (TAPPI) specifications found in FAA Specification FAAD-F-1374, dated July 26, 2012, and included as an enclosure to this SIR1. Bid samples will consist of 30 cartons (300 boxes/300,000 strips) of strips, NSN 7530-01-450-6963. All stacks shall be 1,000 contiguous fanfold strips, folded singularly. Samples will be tested/evaluated to determine compliance with FAA Specification FAAD-F-1374, Display System Replacement (DSR) Thermal Flight Strips, dated July 26, 2012. Any offeror's sampling of non-converted material failing to meet the requirements of paragraph 2.1.3, TAPPI Specifications, will be eliminated from further consideration. Bid samples will be returned at that point in time. In addition to the specific criteria set forth in Paragraph 3.0, Common Specifications, FAA Specification FAAD-F-1374, the FAA will ensure sharp quality printing by conducting a demonstration test using the bid samples submitted. The demonstration test will be completed with a thermal flight strip printer, Boca Systems, Model FSP 960-300B. The paper must allow for the printing of sharp (300 dots per inch, dpi), uniform characters without adjusting the print head, and produce 300,000 test strips with no (zero) thermal print head dot failure, printer adjustment, or print head replacement. The resultant test strips will be analyzed for density, uniformity, contrast, and sharpness of printed characters. The flight strip printer sleeves will be checked for proper dimensions, markings, perforation, and orientation (registration mark on trailing edge as ticket exits box). The number of strips per sleeve will also be checked for conformance with specification FAAD-F-1374. Along with the sample material and bid samples to be submitted, offerors are to provide written documentation demonstrating their ability to meet the requirements of Paragraph 4.3, Contractor Quality Control Program Requirements, of FAA Specification FAAD-F-1374. No prices/pricing information is to be submitted at this time. Bid samples must be received by the FAA, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, Attn: Automation Products Division, Cynthia Vuong, AML-8050, TSF Bldg, Area "A" no later than 3:00 p.m. CST, on September 6, 2012. Bid samples must be packaged in accordance with Paragraph 5 (less pallet requirements) of FAA Specification FAAD-F-1374. In addition to the labeling required under Paragraph 5.6 of the specification, boxes shall be labeled as follows: Material (and/or) Bid Samples/DTFAAC-12-R-57036, due 3:00 p.m. CST, September 6, 2012. Offerors are advised that due to security measures in place at the Aeronautical Center, access to the installation is limited and hand delivery of responses will not be permitted. Overnight delivery of responses to this SIR1 could also be impacted if not sent in sufficient time to allow for special mail handling procedures now in place at the Aeronautical Center. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. Any responses received after 3:00 p.m. CST, September 6, 2012, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information/material is not furnished, the vendor's response may be determined ineligible. This SIR1 is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the submission of bid samples for testing by the FAA nor costs attributed to the preparation and submission of requested technical documentation.
