Description
Justification and Approval for other than Full and Open Competition This is a sole source synopsis for the acquisition of services prepared in accordance with the format in FAR 15, as supplemented with additional information included in this announcement. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. Any interested party should contact the below named for more information regarding this posting, all correspondence shall be received no later than 27 August 2012 at 5:00 p.m. EST. The Air Force Office of Scientific Research (AFOSR), Arlington, VA, intends to negotiate a sole-source contract for Research Facilitation in the Former Soviet Union (FSU) to Civilian Research and Development Foundation (CRDF), Arlington, VA. The attached sole source justification details the specific purpose and necessity for this acquisition. Description of services to be acquired: The contractor will be required to establish and administratively manage AFOSR-selected fundamental research and development projects with FSU partners. The contractor shall be capable of demonstrating the following: (1) exempt from taxation or any taxable incident thereof by Russian and Ukrainian decree, order, law or other concrete evidence clearly demonstrating the legality of such exemption from Russian or Ukrainian taxation, (2) ongoing and documented linkages to the many weapons institutes within the cited countries and to the scientists, engineers, and support staff employed in these institutes, (3) experience in processing payments to such institutes and their employees without having such disbursements taxed on federal, state, or local levels in the countries cited, (4) ability to verify payments, without taxation, to such institutes and to individual scientists, engineers, and staff bank accounts and performing other directly-related administrative matters in support of AFOSR, (5) firmly established banking relationships and equipment delivery services to transfer and monitor project funds and equipment into the countries of the FSU, (6) extensive experience in project execution evidenced by substantial administrative and financial infrastructure - including in-country offices, an extensive network of banking relationships, and enabling agreements with FSU government agencies, (7) secure, fast, efficient, and reliable means of funds transfer in place, (8) highly effective financial controls and a rigorous financial reporting process that will stand up to both FSU and US Government audits, and (9) flexibility to anticipate and respond to project needs and program participant requirements with experienced and knowledgeable professional staff. Evaluation of Proposals: Award will be conducted under the provisions of FAR Part 15, Negotiated Acquisition Procedures. The responsible offerors must be registered in the Certifications and Representations database (available at: http://orca.bpn.gov/) system per FAR 52.212-3. Offerors must also be registered in the System for Award Management (SAM)database (available at: http://www.sam.gov) per FAR. Lack of registration in SAM will qualify contractor as ineligible for award. All prospective offerors are responsible for monitoring this site for release of modifications (if any) or other information pertaining to this synopsis. All responsible sources may submit a request for information in response to this synopsis.
