Description
The Federal Aviation Administration (FAA) has a requirement for hardware and software maintenance for IBM Internet Security Systems Security (ISS) Proventia A1204 Intrusion Detection System (IDS) Appliances. These appliances are located at Operational Control Centers in New Jersey, Virginia, Georgia, Kansas and California. The FAA is aware that the Proventia A-Series IDS appliance went "end of life" on April 10, 2011. However, because the Government does not plan to upgrade to a new IDS at this time, the FAA requires ongoing maintenance of its existing appliances. The Government is currently receiving maintenance of the A1204 appliance from Computer Data Source, Inc. of Eatontown, NJ. The FAA believes that this vendor is the only company that is capable of providing these maintenance services. We are conducting this market survey to determine whether or not there are any other businesses that can provide the required A1204 maintenance services. Because the FAA does not plan to upgrade to a new IDS, we are not seeking responses from vendors who wish to propose upgrades to our system. We are only seeking potential sources capable of maintaining our current system. Specific requirements are identified in the Schedule of Services attached. Any vendor that believes it can provide these services is invited to submit a Capability Statement (in contractor format) addressing its abilities to meet all of the requirements identified in the Schedule of Services. This is anticipated to be a Firm-Fixed Price Contract with a period of performance of one year. At this time the nature of the final competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) for this requirement is 423430 Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. All responses (one per company) are to be provided on company letterhead and limited to a total of 5 typewritten pages. No type font less than 11 point may be used. In order to make this determination and to be considered responsive, the FAA requires the following information from interested vendors: a. Capability Statement (addressing the ability to meet all the requirements identified in the schedule of services) b. Completed Business Declaration Form (attached) c. Copy of SBA 8(a) Certification Form or proof of documentation from service-disabled veteran-owned small business (if applicable).
