Description
This notice of intent to negotiate a sole source contract as prescribed in FAR 6.302-1. The U.S. Department of Agriculture, Agriculture Research Service, Coastal Plains Soil, Water and Plant Research Center, Florence, SC intends to award a sole source contract to Seahold, LLC, 23551 Rose Quartz Drive, Perris, CA, 92570-7440, pursuant to the authority of 41 U.S.C. 253 (C) (1) and FAR 6.302-1, Only one responsible source and no other supplies or services will Satisfy Agency Requirements. The NAICS for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The award will be for an Automated Methane Potential Testing System. The equipment would be used to measure methane potential in wastewater samples, and measure continuously and electronically record the scrubbed gas volume, using a wet gas flow measuring method, according to the principle of liquid displacement and buoyancy with a resolution of 10mL of gas. System shall include: The system should control process temperature with a thermostatic water bath up to 95 °C (precision 0.2 °C) The system must be equipped with 15 glass batch reactor vessels of 500 mL volume with mechanical stirring using stir rod with speed adjustable to 140 rpm The system must be equipped with additional 6 glass continuous stirred-tank reactors made of glass with three ports and two-way valves (2) for gas and variable-rate stirring to 140 rpm The system must remove > 98% of the CO2 from the biogas using liquid alkali traps. The system must be able to measure instant gas flow rates of 0.01 to 200 l per day for each reactor vessel The system must include an integrated embedded data acquisition system to monitor in real time and record gas generation results. The system must provide a measuring resolution for the biogas of 10 ml and a repeateability of 1% or less. The system software allows on-line real time gas flow display and automatic temperature/pressure compensations and normalizations The system allows simultaneous batch analyses at different start-times for all reactor vessels. The system pac-jake must include purchase of any and all required installation parts (i.i. tubings, seals, fittings, nuts). The system must be covered by a two year manufacturer warranty. The system must be delivered in Florence, SC. The system installation and set-up must be performed on-site at Florence, SC by vendor representative. This notice of intent is not a Request for Proposals (RFP) or competitive quotations. It is not a Request for Quotations (RFQ). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. Successful companies must be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon any responses to this notice is solely within the discretion of the Government.
