- The Wage Determination is changed to KS120004 dtd 6/29/2012 KS4, Heavy and Highway. Copies can be found at http://www.wdol.gov/dba.aspx. Q&As are provided herein and a change to the Statement of Work. Period of performance is changed to 120 days. Contact Mr Goombi if you need the drawings or a copy of the CD and they have not previously been provided. No further questions will be entertained after 14 July 2012. Q&As: Haskell Facilities Management COTR Project Pre-Bid Meeting Contractor Questions 8/7/12 1)For CLIN #001, it says between TP4 and TP5 to install PVC or HDPE conduit. Is that correct? Answer: Yes, that area has a lot of utilities and installing a conduit will helps us out in the future. 2)Have you considered installing a duct system for this installation and or a fiber installation? Answer: We will not be installing a duct system due to cost. We already have a fiber duct system on campus which is separate from the telephone system. 3)What is the depth you want the cable installed? Answer: As stated in the General Notes section, #6, "Cable shall be installed 36" below grade." 4)How do you locate utilities? Answer: You may call Kansas One Call at 811 or their website is: http://www.kansasonecall.com/. Haskell owns their own utilities except for some telephone cable that Southwestern Bell has on campus. It's kind of a hit-or-miss on what they will locate for you. The contractor is responsible for all locates as stated in the solicitation and responsible for all damages to underground utilities or property. The contractors normally hire an experienced locating company for other projects like this. The contractor is also responsible for turning on and off any necessary utilities. 5)Do you have any tunnels on campus? Do know where they are? How deep are they? Answer: Yes, there are abandoned steam tunnels that are usually under some of the sidewalks. We do not have accurate drawings of where they are but we will give you the drawings of what we have. I would estimate they are around 36" deep. 6)Are there any Historical requirements that need to be met? Answer: Presently the project has been submitted to the BIA's archeologists and they are working on a NEPA survey on any historical requirements that may need to be followed. Other projects similar to this project did not need any special requirements and at this time I don't anticipate any special requirements but they still have to make that determination. 7)Do you need to install a warning tape over the telephone cable? Answer: If you install the cable with an open trench then yes you need the warning tape. Otherwise, if you directional bore it, no warning tape is required. 8)Can we abandon the existing cables or do we need to remove them? Answer: You may abandon the existing cable and cut them off at ground level. The cables in the phone room at Bld. 37, Dairy Barn, will need to be removed. 9)Will we be following the Davis-Bacon Wage schedule? If so, the one? The schedule listed in the solicitation is KS120010 06/29/2012 KS10, but we should be following KS120004 06/29/12 KS4. Answer: Yes, you will be following the Davis-Bacon schedule. The solicitation will be amended to change the Wage Determination number to the Heavy and Highway. 10)Is this just a request for proposal and nothing will be contracted by this? Answer: This is an Invitation for Bid and we anticipate awarding a contract to the lowest responsible bidder. 11)When is the bid closing date? Answer: 2:00 PM local time, August 23, 2012. Contractors were encouraged to carefully read the solicitation for instructions to follow for this bid process and to not turn in bids to Haskell. Bids should be sent to Susan Sutton, 545 Marriott Drive, Ste 700, Nashville TN 37214. No e-mailed or faxed bids will be accepted. 12)Will there be a NEDES permit required? This permit is sometimes required when soil is disturbed. Answer: Permit will not be required. 13)Will there be any local permits required? Answer: No. 14)Does Haskell have a log/chart/drawing of all the depths of all the utilities? Answer: Haskell does not have a detailed log of the depths of utilities but we do have drawings that will be included on the CD that will be given to all contractors. 15)Where is Bld. 15? Answer: Bld. 15 is the south bleachers of the football stadium, also called Tinker Hall. 16)What is Bld. 37? Answer: Bld. 37 is the old Dairy Barn which houses the telephone room which has the main telephone switch and cable for the campus. 17)Are there any security systems on campus that will be affected by this project? Answer: Yes, we have two (2) security systems that are tied to ADT. The contractor will need to provide information on outages so we can notify ADT. The buildings are Bld. 143, Cultural Museum and Bld. 127, Tommaney Hall (Library). The fire alarms on campus are local alarms and do not call the fire department. 18)What type of drawings do you want? Answer: Contractor will provide As-Built one-line type drawings with pedestal locations. 19)Do you want As-Builts that provide GIS locations? Answer: Since this may be an additional cost, there will be a new CLIN #005 added that will give us the option to provide the As-Builts with GIS locations. 20)Is there funding for this project? We would need to have CLIN #001 completed in order to complete some of the other CLINs for best results, otherwise we will be splicing back into the older 900 pair telephone cable which may cause integrity problems when we test the new cable. Answer: There is funding for this project with the majority of the project written in CLIN #001. The other CLINS could be cut if the cost exceeds the budgeted amount. 21)Is it possible to increase the performance period from 90 to 120 days since the project may take longer if a utility is hit or there are unknown obstructions? Answer: Performance period will be changed to 120 days after favorable background check and issuance of Notice to Proceed by the Contracting Officer. 22)Are the high voltage cables in conduit? Answer: No, the only cable that may be in conduit is from the transformer to the building. All high voltage cable is direct buried. 23)Do you want labeling down to the individual phones for the wiring in the telephone room, Bld. 37? Answer: No, only the blocks need to be identified so that we know what building the blocks go to. If the contractor creates his own notes or tables of the individual phone lines, then contractor should make a copy of the notes and submit with final deliverables. 24)Who maintains the phone system? Who do we have our telephone service with? Answer: The actual wiring is maintained by Haskell Facilities but there is not any good documentation for what building is what in the phone room. We do use a private contractor sometimes whose name is Ken Bath. His business is called Advanced Connections and his phone number is 785-633-0106. He used to work for AT&T. We have a service contract with AVAYA and they maintain the telephone switch equipment. I believe our telephone service is with Southwestern Bell. 25)What do we do with the other phone cables in the phone room, Bld. 37? Answer: The other cables are feeds to other buildings that are not part of the 900 pair main trunk line. Those cables will need to be tied back into the phone cabling system since they are still in use. 26)What type of documentation do you want in the phone room? Do you need each phone pair labeled? Answer: I want each new block labeled as to what building they are connected to. Each phone pair does not need to be labeled. Again, if the contractor creates his own notes or tables of the individual phone lines, then contractor should make a copy of the notes and submit with final deliverables. 27)Do you have all the existing telephones documented? Answer: We have a telephone directory and we should be able to pull up the current phones in use by our phone supervisor, Stephanie Fernando. They may not exactly say what building they go to but I believe they say what port it goes to. 28)What is the name of the person who knows the most about the existing phone cabling system? Answer: We do use a private contractor sometimes whose name is Ken Bath. His business is called Advanced Connections and his phone number is 785-633-0106. He used to work for AT&T. 29)Do you have any drawings for the pedestals? Answer: No. One pedestal does have a directory that lists some cable sizes. We do have a drawing of the main telephone cable system and it is included in the CD that will be passed out. 30)Do we go back with the same size pedestal? Answer: Yes, or larger. There should be some engineered calculations to determine the correct size of the pedestal needed and the contractor would need to determine that. 31)Are we splicing other cables back into the 900 pair cable that aren't listed on the one-line diagram? Answer: Yes, there are other buildings that may be fed by the 900 pair that aren't on the one-line diagram but they need to be spliced back into the phone system to provide telephone service to those buildings. 32)Does everything that is spliced into the 900 pair cable need to be re-spliced back into the system even though that cable is not being replaced? Answer: Yes, there are other buildings that may not be listed on the one-line diagram but still need to be spliced back into the system. 33)Are we allowed to run the cable a different route if it makes it a shorter run? Answer: Generally speaking, no. There may certain circumstances where it may be beneficial to change the route if unknown obstructions are encountered. Those will be on a case-by-case instance. There was one instance where a contractor asked about running the cable a little closer to Bld. 126, Curtis Hall on the north side, and Gary Goombi agreed that it would be OK. 34)At telephone pedestal 4 (TP4), is this where the HDPE is installed? Answer: Yes, it will go north to TP5. 35)Is there a 900 pair cable going out of the TP4? Answer: According to other contractors it looks like there is a 900 going in and a 600 going out. According to the directory there is a 600 pair cable in the pedestal in addition to others. 36)How many pairs of wires in TP6? Answer: After seeing two (2) 200 pair cables exiting TP5, it is determined that TP6 has 400 pairs feeding the pedestal. 37)How big of a cable do you want to feed Bld. 108? Answer: Currently it is fed with a 25 pair cable so we will go with that. 38)How many pairs do you want for Bld. 10? Answer: Bld. 10 shall have a 50 pair cable feeding it. 39)How many pairs do you want for Bld. 11? Answer: Bld. 11 shall have a 25 pair cable feeding it. 40)How many pairs do you want feeding Bld. 15? Answer: Bld. 15 shall have a 25 pair cable feeding it. 41)How many pairs do you want to feed TP11? Answer: TP11 shall have a 100 pair cable feeding it. 42)It looks like TP9 only has the cable going into and out of TP9. Can we just bypass TP9 and go directly to TP10? Answer: Yes, there will be a change to CLIN #002, the part of CLIN #002 that says "Replace underground telephone cable from telephone pedestal #8 (east of Bld. 104) to telephone pedestal #9 (east of Bld. 104). Cable shall be direct buried. Install new pedestal #9 and splice cable." will be taken out of CLIN #002. CLIN #003 will be changed to: "CLIN #003 Replace underground telephone cable from telephone pedestal #8 (east of Bld. 104) to telephone pedestal #10 (north side of Bld. 128). Cable shall be direct buried. Install new pedestal #10 and splice cable. Replace underground telephone cable from telephone pedestal #10 (north side of Bld. 128) to Bld. #128, Blalock Hall. Cable shall be direct buried. Install new splice box with protectors and terminate cable at Bld. #128." 43)Do you want to reuse the existing conduits into the buildings? Answer: Yes, it is preferred to reuse the existing conduits into the buildings. If you can't pull it out then contractor shall use GRC conduit to enter the buildings. Revised SOW: HASKELL INDIAN NATIONS UNIVERSITY STATEMENT OF WORK Project Title: Grounds, Replace Telephone Cable BUILDING: Grounds - Telephone Pedestals 1-11 Buildings 4, 10, 11, 15, 37, 104, 111, 108, 128 COTR: MR. Gary Goombi 785-764-3389 785-832-6608 STATEMENT OF WORK The contractor shall provide all labor materials supplies, equipment, transportation, and supervision necessary to replace and install the underground telephone cable from different locations as listed below. The existing telephone cable is deteriorating and needs to be replaced. There shall be new telephone pedestals with ground rods at splice locations. All work shall be accomplished in accordance with this statement of work, contract terms and conditions, specifications and any special requirement conditions provided. All installations shall follow all applicable codes for electrical, plumbing, and mechanical. Work shall be done in a neat and workman like manner. Applicable Permits, archeological and environmental clearances have been acquired. The government reserves the right to accept any and/or all of the contract line item numbers listed below. EXTENT OF WORK CLIN #001 Replace underground telephone cable from telephone room, Bld. 37 to pedestal #1 (north side of Bld. 37). Cable shall be direct buried. Install new pedestal and terminate cable. The new cable in the Bld. 37 telephone room shall be installed on the existing wall where the cable is now installed. New protectors and blocks shall be installed for a complete installation. All work shall be done in a neat and workman-like manner. All blocks and cables shall be labeled, showing what building it is for. Replace underground telephone cable from telephone pedestal #1 (north side of Bld. 37) to telephone pedestal #2 (intersection of Oneida and Choctaw St.). Cable shall be direct buried. Install new pedestal #2 and terminate cable. Replace underground telephone cable from telephone pedestal #2 (intersection of Oneida and Choctaw St.) to telephone pedestal #3 (north and west of Bld. 126). Cable shall be direct buried. Install new pedestal #3 and terminate cable. Replace underground telephone cable from telephone pedestal #3 (north and west of Bld. 126) to telephone pedestal #4 (east of Bld. 105). Cable shall be direct buried. Install new pedestal #4 and terminate cable. Replace underground telephone cable from telephone pedestal #4 (east side of Bld. 105) to pedestal #5 (north side of Bld. 105). Install PVC or HDPE conduit for cable installation. Install new pedestal #5 and terminate cable. Replace underground telephone cable from telephone pedestal #5 (north side of Bld. 105) to pedestal #6 (north west side of Bld. 111). Cable shall be direct buried. Install new pedestal #6 and terminate cable. Replace underground telephone cable from telephone pedestal #6 (north west side of Bld. 111) to Bld. #108. Install new splice box with protectors and terminate cable at Bld. #108. New cable shall follow the same route of existing cable in/under Bld. #108. Cable may also be routed closer to the north wall where the pedestrian door is just west of the office. CLIN #0002 Replace underground telephone cable from telephone pedestal #4 (east of Bld. 105) to telephone pedestal #8 (east of Bld. 104). Cable shall be direct buried. Install new pedestal #8 and terminate cable. Replace underground telephone cable from telephone pedestal #8 (east of Bld. 104) to Bld. #104, Blue Eagle Hall. Cable shall be direct buried. Install new splice box with protectors and terminate cable at Bld. #104. Replace underground telephone cable from telephone pedestal #8 (east of Bld. 104) to Bld. #4, Kiva Hall. Cable shall be direct buried. Install new splice box with protectors and terminate cable at Bld. #4. CLIN #0003 Replace underground telephone cable from telephone pedestal #8 (east of Bld. 104) to telephone pedestal #10 (north side of Bld. 128). Cable shall be direct buried. Install new pedestal #10 and splice cable. Replace underground telephone cable from telephone pedestal #10 (north side of Bld. 128) to Bld. #128, Blalock Hall. Cable shall be direct buried. Install new splice box with protectors and terminate cable at Bld. #128. CLIN #0004 Replace underground telephone cable(s) from telephone pedestal #6 (north west side of Bld. 111) to a new telephone pedestal #11 on the east side of Bld. 11, Hiawatha Hall. This new cable(s) shall also be large enough (not smaller than existing) to provide telephone service to Bld. 15, Tinker Hall, Bld. 10, Tecumseh Hall, and Bld. 11, Hiawatha Hall. Install new underground telephone cable from telephone pedestal #11 to Bld. #10, Tecumseh Hall. Install new weather proof splice box with protectors at existing location on the north side of building. Install new underground telephone cable from telephone pedestal #11 to Bld. #11, Hiawatha Hall. Install new splice box with protectors at new location inside the building. Terminate all wires. Install new underground telephone cable from telephone pedestal #11 to the pedestal at Bld. #15, Tinker Hall. Install new pedestal with ground rod and splice to existing cable. Terminate all wires. CLIN #0005 As an option, contractor shall provide detailed As-built drawings with GIS locations of all installed phone cable and pedestals. Drawings shall be hard copy and in digital format on a jump drive with the original file of the drawings and in PDF format. End of contract line item numbers (CLINS). GENERAL NOTES All work shall be accomplished in accordance with this Statement of Work, Plans and Specification, Contract Terms and Conditions, and any Special Requirement Conditions provided. Provide the demolition / removal replacement, to furnish and install new telephone cable, pedestals, and splice boxes as shown on drawings or specified herein. Provide painting/patching of any and all walls, floors and ceilings with matching materials. Refer to telephone layout plan provided for general location of installations. Contactor requirements: 1.Any phone system outages shall be kept to a minimum and coordinated with COTR. Estimates of how long phones may be out of service shall be provided. 2.Telephone cable shall be armored, gopher-proof, gel-filled, and the pair count shall be determined by contractor for each installation. Pair counts shall not be less than the existing installation. 3.Telephone cable shall be one continuous, un-spliced cable from pedestal to pedestal. There shall not be any direct-buried splices. 4.Telephone cable conductor size shall not be smaller than 24 AWG. 5.Telephone cable risers shall be installed in PVC or rigid steel/aluminum conduit. Conduit shall be sized according to the N.E.C. and calculations shall be submitted with final deliverables. 6.Cable shall be installed 36" below grade. 7.Telephone cable bend radii shall be maintained. 8.Telephone pedestals shall be made of durable, heavy-duty steel, have rack interiors to properly suspend wire/splices off the ground, and engineered for correct size of enclosed splices/cables. Engineering calculations shall be submitted with final deliverables. 9.Telephone pedestal installations shall follow manufacturer's installation instructions and prepared to allow for drainage. 10.Telephone pedestals shall have a new ground rod with all cable shields connected/grounded including pedestal. 11.Telephone cables shall be terminated/spliced according to N.E.C. and industry standards. Splices shall be of the modular type for 25 pair bundles. The splices shall not be of the single pair UR type of connector. Splicing equipment shall be "3M MS2 Modular Splicing System" or equivalent. Splices shall be moisture resistant utilizing sealant materials. This includes splices to existing cables which are not replaced. 12.Telephone splice boxes at/in buildings shall have gas-filled surge protection modules for each pair. 13.All equipment shall be installed according to manufacturer's installation instructions. 14.All work shall be warranted for one year from date of acceptance. 15.Contractor is responsible for all locates of underground utilities. Locating equipment shall be of the electronic type; "witching" shall not be the primary locating system. Metrotech or 3M locators shall be used. Any damage to utilities, equipment or structures shall immediately be reported to COTR. Contractor is responsible for repairing all damage back to original working condition.
