Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions-Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute Neurological Disorder and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Ventana Medical Systems, Inc. for the purchase of one (1) iScan Coreo Au slide scanner system, including receipt of a trade-in for an existing Coreo slide scanner purchased previously. The Neuropathology unit at NINDS has a requirement to obtain an image and slide scanner system for documenting microscope slides produced from surgical material. The scanning system allows researchers to produce permanent digital records from the microscope slides allowing for archiving and analysis between specimens. It will replace the current scanning system which broke down and is non-functional due to being outdated and the hard drive no longer able to be restored. Currently, there are thousands of images that have been compiled and documented using the prior system, which has been saved on its main frame computer. Ventana's system that will replace and upgrade the currently non-functional system has patented software that is capable of reading and interpreting these historical archives. Ventana will accept the existing iScan Coreo 2.0, which includes a scanner, two computer towers, a monitor, and hard drive as trade-in for the new iScan Coreo Au slide scanner. Ventana Medical Systems (formerly Biolmagene, Inc.) is the sole manufacturer of the iScan Coreo Au slide scanner, and is the only known source with replacement parts that are compatible with the existing equipment. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
