- The United States (U.S.) Special Operations Command (SOCOM) Combatant Craft Program Management Office intends to negotiate and award a sole source contract to CONAX Florida, Corporation, 2801 75th Street North, St. Petersburg FL 33710, in accordance with Title 10 U.S.C. 2304(c) (1), only one responsible source and no other supplies or services will satisfy the agency requirements IAW FAR 6.302-1(a)(2)(ii). This notice of intent is not a request for competitive proposals. IAW FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by this agency. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Maritime Craft Aerial Delivery System (MCADS) is a developed and fielded boat cradle system that allows air-deployability for the Naval Special Warfare Rigid Inflatable Boat (NSW RIB) from a fixed wing platform to support infiltrations of Special Operations Forces (SOF) Forces. The MCADS program has procured, tested, certified, and fielded all components and associated MCADS equipment. An essential component of the MCADS system is the Pyrotechnic Parachute Release System (PPRS). This requirement is for the procurement of PPRS for the NSW RIB; as well as, additional contractor services including spare parts, testing, refurbishment, and sustaining engineering in support of the NSW RIB air drop operations. Sustaining engineering services shall be required at Naval Amphibious Base (NAB), Little Creek Va. It is estimated that approximately 53 new PPRS will be procured along with approximately 159 refurbishments per year. This proposed action will result in a new IDIQ contract award with a one year base period beginning January 2013. The contract will contain four (4) one (1) year option periods. The estimated total contract maximum value is $6.2 million.
