- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. On 8 Aug 2012, the US Army Corps of Engineers, Kuwait Resident Office issued a Request for Quote (RFQ) for Heating Ventilating and Air Conditioning (HVAC) Renovations for Phase II Camp Arifjan, Kuwait. Work shall consist of evaluating the existing Heating Ventilating and Air Conditioning (HVAC) system for several buildings at Camp Arifjan, install upgrades and/or remove and replace the existing system and components as required to provide an installed, fully functional, and operating HVAC system that meets the minimum requirements in accordance with the specifications contained in the solicitation. Special requirements apply to the Electrical Engineer that will work on the Fire Alarm Control panel. New systems must use environmentally friendly refrigerant (134A / 410A) The location of the services to be performed will be stated in the solicitation. The basics of award will be Lowest Price Technical Acceptable (LPTA) Solicitation packages will be available on or 9 Aug 2012. Please contact the POC for copies of the solicitation and attachments. Due date for receipt of quotes is on or about 7 Sept 2012 by 2:00 PM. This solicitation is restricted under international agreement to companies that are authorized to operate in Kuwait. Partnership with a Kuwaiti registered company is encouraged. The applicable NAICS code is 238220 and the size standard is $1.5M. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to bid, vendors must complete online the Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. Please be advised of on-line registration requirement in the central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certification (ORCA) at http://orca.bpn.gov. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. Obtaining Solicitation Documents: Solicitation documents will be sent directly to all companies, via Safe Access File Exchange (SAFE) system.
