- The National Park Service, of behalf of Sagamore Hill National Historic Site, 20 Sagamore Hill Road, Oyster Bay, NY 11771, intends to issue a sole source purchase order to Electronix Systems Central Station Alarms, Inc., 1555 New York Ave., Huntington Station, NY for the monitoring and performance of quarterly maintenance and emergency repair services on existing intrusion and fire detection alarm systems and on any additional equipment installed during the contract period between vendor. This notice of intent is not a request for competitive quotes. However, interested firms or persons may identify their interest and capability to respond to the requirement or submit quotes. All proposals received within five business days after date of publication of this announcement will be considered by the Government. Written responses to this notice shall contain sufficient documentation to establish bona fide capability to fulfill the requirement. A solicitation is not available. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 (See FAR 13.106-1) Date: 7/16/2012 PR Number: R1880120008 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Quarterly inspections and annual maintenance are needed for the security, fire detection and suppression systems at Sagamore Hill NHS. These systems are located at: "Theodore Roosevelt Home (TRH); "Old Orchard Museum (OOM); "Maintenance Shop; "Visitor Center. Services to be provided will include quarterly security & fire inspections, security & fire service calls and material replacement. 2. Sole Source Justification rationale (Check one and explain below): __X__Only one responsible source. Explain: The park's security, fire and suppression systems were installed over the last 25 years and are a mixture of components from three (3) different monitoring systems, Digital Monitoring Products (DMP), Notifier, and Radionics. Electronix Systems is the park's current vendor and the only local vendor that has the expertise, technical knowledge and experienced staff to service and maintain all 3 systems. As an authorized representative of the DMP, Notifier and Radionics systems, Electronixs owns the programmng rights to each system and can reset, reprogram or alter programming as needed without involving a third party. The Electronix technicians are trained in each system's operating technologies and are fully licensed to monitor, maintain, service and repair these systems with brand-name parts. Because Electronix Systems has managed the park's systems for almost 17 years, the technicians have a unique understanding of how the different components are connected and are able to ensure that they work together properly. They also have an appreciation of the unique properties and significance of the historic buildings that they must service and comply with all park policies and procedures when working in the historic spaces. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest. Combining security, fire & suppression monitoring & maintenance services in one contractor instead of contracting with 3 different vendors allows for efficiencies in management of the systems, such as having one contact for billing, invoices and service, as well as personnel who know both our systems and our staff, instead of sub-contractors simply responding to a work order. The monitoring station is local, which allows less than one (1) hour response time to an emergency call-out and no additional travel charges. Most importantly, consolidating monitoring, service and repair services with one company allows us to control access to and knowledge of our systems and proprietary information. 4. If this is a determination for sole source, the Contracting Officer certifies: a. Only one source is available, or urgent and compelling circumstances exist. b.
