Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Minimum Essential Characteristics Introduction TATRC has been designated the Specialized MEDCOM Response Capability - Medical Command and Control Communications Team (SMRC-MC3T) lead and must provide an intuitive, compact and deployable Medical Command, Control, Communications, and Telemedicine information technology package to augment the other 21 SMRC teams for incident response. When tasked by MEDCOM the SMRCs must have the communications assets listed above in order to respond in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) to provide medical augmentation to local, state, federal and defense agencies or medical teams responding to disasters, civil military cooperative actions, humanitarian assistance, weapons of mass destruction incidents; chemical, biological, radiological, nuclear and high yield explosives (CBRNE) incidents and emergencies. Background In 2009 TATRC purchased 2 SiRRAN NOMAD C4 Command Post Communications system to evaluate for potential replacement of existing systems that where fielded in 2003. After extensive testing during multiple field and training events the three additional systems was purchased to support the SMRC-MC3T mission per the Operational Order received from MEDCOM. Minimum Requirements TATRC requests a brand name or equal purchase for an Airline approved portable 3G deployable cellular network. It is critical that the systems that are purchased will operate 100% compliant in the TATRC PITLAB-SMRC Network and that is fully compatible with all TATRC's existing SMRC-MC3T SiRRAN NOMAD C4 Command Post Communications systems already purchased and fielded to OCONUS locations. The following features are required: 1: The 3Gnet must be an airline approved carry-on sized unit designed to house the hardware and software required to deploy a 3G cellular network infrastructure with SIMM Cards and 4 Milestone 2 / 3G Smartphone handsets. The core 3G network functions must be completely integrated into the Radio Access Network (RAN), including HLR/AuC for user registration, MSC for voice call switching, and SMSC for text messaging and internal SGSN/GGSN for data sessions. 2: 3G Access Station with 8 Simultaneous Voice/Data Channels. The 3G Tactical Unit must also be rapidly deployable, housed in an air-portable case capable of providing a secure private UMTS network within 30 minutes of being in location. Additionally, the Tactical Unit must operate from 2 Mil-Spec BB2590 Lithium Ion batteries providing 6-8 hours of independent power. 3: Can integrate with existing IP PBX systems and 3G "Right-to-Use" Software License for 3G system supporting (1) one Access Station Training 1. 3G Advanced On-Site Training (Up to 3 Students) - Must includes Cellular Basics, Software Training and Cellular Network Planning. 2. Must includes Training Materials. (T&E included CONUS). And One year Maintenance and Support for all associated systems. Warranty 1. One year maintenance and support with all associated systems. 2. Four option years form maintenance and service.
