Description
The Federal Aviation Administration (FAA) has a requirement for a 2-Year System Maintenance Agreement for the Central Viewing Area (CVA) electronic equipment in Building 300 at the FAA William J. Hughes Technical Center. This is an announcement for a site visit to inspect the electronic equipment on Wednesday, August 29, 2012 at 11:30 AM and a Request for Quote (RFQ) to provide complete system maintenance for the period of September 24, 2012 - September 23, 2014. A DRAFT statement of work (SOW) is attached. The FAA will not pay for any information received or costs incurred in the attendance of the site visit or in preparing responses to this announcement. Therefore, any costs associated with the site visit or incurred in response to the RFQ are solely at the interested vendor's expense. The total estimated value of this procurement is between $10,000.00 and $25,000.00. Proposals will be reviewed through a tiered evaluation selection process. In accordance with AMS Policy 3.6.1.3.4, procurements within this dollar threshold will be set aside for SEDB 8(a) vendors. A tiered evaluation of offers will be used in source selection. Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified below. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made with ample competition. (a) Socially and Economically Disadvantaged Business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-Disabled Veteran Owned Small Business (SDVOSB); (c) Very Small Business; (d) Small Business; and (e) Other than Small Business. The North American Industry Classification System (NAICS) code for this requirement is 811211 Consumer Electronics Repair and Maintenance with a size standard of $7 Million average annual receipts. All prospective vendors must complete and return the attached Business Declaration Form by Thursday August 23, 2012. Socially and Economically Disadvantaged Businesses (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program must submit proof of participation. All potential vendors must be registered on the System for Award Management (SAM) Website (www.sam.gov) to receive consideration for this award. The MANDATORY site visit is Wednesday August 29, 2012 at 11:30 AM (local time). The site visit is at the Federal Aviation Administration William J. Hughes Technical Center, located next to the Atlantic City International Airport in Pomona, New Jersey. All visitors need to check in at security so please allow time for processing. Vendor proposals received without attendance at the mandatory site visit will not be considered. All attendees must respond by email with your company's name, list of persons attending the mandatory site visit, and contact information. The maximum number of attendees from any one firm is two. The following documents must be included in the response: copy of government-issued, photo ID of each attendee, business declaration form, and capabilities statement. Please provide a capabilities statement that demonstrates experience in the area of electronic equipment maintenance in accordance with the attached SOW. Only vendors who attend the mandatory site visit and submit the necessary documents, including a package in response to this announcement, will be permitted to submit a proposal. In addition, only vendors who are able to provide maintenance for all equipment listed in the SOW will be considered for award.
