- This is a Special Notice of intent to procure Dr. Sun, the newly elected Vice Chairman to the International Scientific Committee for Tuna and Tuna-like Species in the North Pacific Ocean (ISC), is responsible for advancing the scientific interests and positions within the organization, as well as between RFMOs and other RFOs. At the 11th Meeting of the ISC (ISC11) in July 2011, non-compliance issues associated with data reporting protocols were discussed, as well as the requirement to review the function of ISC. Dr. Sun will address all tasks and these activities are organized into these projects The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than August 20 2012 at 12:00 pm HST, Honlulu, HI. Oral communications are not acceptable in response to this notice. All questions must be submitted in writing to bonnie.oshiro@noaa.gov and Julie.Whitaker@noaa.gov. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. Interested parties must respond within Eleven (11) days after publication of this notice. The Pacific Islands Fisheries Science Center requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation thru the on-line SAM. The SAM is the single source for vendor data for the federal government.
