- Request for Quotation The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center, located in Honolulu, HI. is seeking a contractor to evaluate and measure loggerhead turtle behavior in response to water-borne chemical cues and stimuli in a controlled laboratory setting. The approach is to test bait odors as behavioral releasers. Doing so will separate the two components of behavior (attraction & feeding) that may cause the turtles to interact with longline, gear and baits. The study will (1) identify if or which bait odors attract loggerhead sea turtle and (2) determine if or which bait odors elicit feeding. The information gleaned from this work will be used to inform engineering decisions or suggest alternative solutions aimed to reduce sea turtle bycatch. For example, this study may identify odor-masking options or alternative candidate baits with strong potential to reduce turtle bycatch mortality and post-release mortality by identifying ways to discourage turtle interactions with the fisheries. By understanding the underlying behavioral releaser mechanisms, further refinements to longline fishing gear, including bait types, presentation, and preferences can be applied to reduce and minimize sea turtle bycatch in longline fisheries The anticipated performance period is September 1, 2012 to August 31, 2013. To be considered, firms must furnish detailed information concerning their capability to provide service. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform the requirement. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This is a simplified acquisition estimated value not to exceed $100,000.00. The entire solicitation is attached. No further solicitation documents will be issued.
