Classification Code: R - Professional, administrative, and management support services NAICS Code: 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) [Size Standard: 1000 employees] Solicitation #: FA8808-11-R-0009 Small Business Reference Number: 12-88 Notice Type: Pre-Solicitation The United States Air Force Space and Missile Systems Center (SMC) Military Satellite Communications Systems Directorate intends to issue a solicitation for the MILSATCOM Analysis Systems Integration and Engineering Services (MASIES) effort to be released not sooner than 15 days after the posting of this Notice of Proposed Contract Action. For this acquisition, the NAICS code is 541712, and widest industry participation is encouraged to include that of qualified small and small disadvantaged businesses. The Military Satellite Communications (MILSATCOM) Analysis Systems Integration and Engineering Services (MASIES) effort will provide and maintain enterprise systems engineering and integration from FY2013-2019 for the current MILSATCOM Engineering and Integration System Office (MCE). The MASIES contract will require large-scale integration of five major satellite programs with assets valued at over $40B. While the Government maintains oversight and ultimate decision authority, the SE&I contractor will be responsible for key functions and products including but not limited to: executing and evolving standardized enterprise processes, controlling and managing the technical baseline and interfaces, performing system integration across the enterprise and within identified programs, developing and implementing key systems engineering processes, developing tools and techniques (as necessary) to predict issues and enable timely action, and developing and maintaining performance metrics. The SE&I contractor will also maintain terminal, ground, and cryptographic interfaces with external Army, Navy, Air Force, and Intelligence Community agencies and users. On the date of the final RFP release to Industry, the Government will post an announcement on FedBizOpps, and post the final RFP documents to the MASIES Bidder's Library. Draft versions of the RFP documents are currently available in FedBizOps. Interested contractors should ensure they have access to the Bidder's Library prior to RFP release. Contractors may request access to the Bidder's Library by emailing the MASIES workflow at: smc.mceo.ss@losangeles.af.mil and must obtain and sign a Non-Disclosure Agreement prior to being granted access to the Bidder's Library. All information in the Bidder's Library is at the unclassified level. This notice is for information and planning purposes only; it does not constitute a Request for Proposal; nor is it to be construed as a commitment by the Government to award a contract. The Government will not recognize any cost associated with submission of information in response to this or previous notices. The Government will not pay for any effort expended in responding to this notice.
