- This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with Liquid Corrosion Control Inc., a large business to provide Rust Inhibitor Paint to Wrangell St. Elias National Park & Preserve. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. Please-mail contract specialist, Jordan Gunn with responses or questions regarding this requirement at jordan_gunn@nps.gov. JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION BACKGROUND: "A brief history of why this BRAND is being procured/requested. " After conferring with the National Park Service conservator in Harper's Ferry, this product, (Ship 2 Shore Industrial Rust Inhibitor) was determined to meet the needs of inhibiting rust on the boiler stacks at Kennecott. This product is being used by conservators in North America for similar large steel bridges and artifacts. 1) FAR Statutory Authority Cited: 10 U.S.C. 2304 (c )(2 ), FAR 6.302-1, Brand Name Only and Only one responsible source and no other supplies or services will satisfy agency requirements. "Reason for Authority Cited: The use of the following BRAND NAME description is essential to the Government's requirements, thereby precluding consideration of a product manufactured or installed by another company: Ship 2 Shore Industrial Terry Laing Liquid Corrosion Control Inc. Box 48205, Victoria, B.C. Canada, V8Z 7H6 HEAD OFFICE: BRAND NAME description to meet the Park's needs: Ship-2-Shore Industrial was developed to stop rusting or prevent rusting in areas subjected to environmental hazards such as rain, industrial fallout, salt water immersion and other aggressive environments. It is designed to be a long lasting (5-20 years) liquid barrier coating in non-abrasive environments. NPS requires a product that will last 5-20 years and will stop and prevent rusting of large historic artifacts. Without proper maintenance, these artifacts will degrade and in the case of the boiler stacks, collapse. 3) Market Research conducted (efforts to obtain other BRAND NAME) or state reason for not conducting market research: I consulted with David Arnold (metal conservator from Harpers Ferry) and this was the only product that has been tried in the field by other conservators that achieved desired results. Other products considered and tested were LPS Procyon and Rustoleum Rust Convertor. Neither of these products is suitable for outdoors ultraviolet light protection. LPS is in the process of developing a product for these outdoor conditions but it is not available yet. "The park conducted market research through the internet, GSA suppliers, product trials and contacting suppliers. "4) Other Factors to support BRAND NAME only: This product has not been purchased previously. No agency mandate. 5) Technical Certification: "I certify all possible research to find a competitive BRAND has been exhausted within the time limits available to meet the assigned priority.
