- Sources sought for Marriage Enrichment Retreat Flat Rock, NC This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, Wm. J. B. Dorn Veteran Affairs Medical Center is seeking small business sources for a Marriage Retreat in Flat Rock, NC. This will be a firm-fixed-price contract. The purpose of this sources sought is to determine interest and capability of potential qualified small businesses relative to the North American Industry Classification code (NAICS) 721110. The Small Business Size Standard for this NAICS code is $30 Million Dollars. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. Requirement description: 1. Project Title: Dorn Veterans Affairs Medical Center- Marriage Enrichment Retreat. 2. Scope of Work: The contractor shall provide lodging, parking, meals and refreshments, AV equipment, and meeting room in a clean, safe, serene environment. 3. Background: The William Jennings Bryan Dorn Veterans Administration Medical Center (VAMC) in Columbia, South Carolina will conduct a marriage enrichment retreat in Flat Rock,North Carolina. Dorn VAMC is a 216-bed facility and provides acute medical, surgical, psychiatric, long-term care, inpatient and outpatient services to approximately 68,000 patients annually. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Rock hill, Sumter, and Spartanburg, South Carolina. The Marriage Enrichment Retreats are open to all eligible Veterans and active duty service members including National Guard and US Reserves primarily residing in but not limited to SC and NC. 4. Performance Period: One weekend in the month of September, Friday at 1:00 p.m. through Sunday at 3:00 p.m. The weekend dates considered are as follow: Sept 21-23, 2012 Sept 28-30, 2012 5. Performance Requirements/Results: The contractor in the specified area must offer a facility large enough to accommodate the quantity of couples and instructors required for this marriage retreat. Contractor must satisfy the government ™s requirement for the attending Veteran and spouses suffering with marriage issues largely as a result of other health issues and stress. It must be a facility that will meet the government requirements for lodging vacancies, privacy, and area activities needed to ensure compliance and goals are met during the specified time and date scheduled as defined in operating constraints below. It must be a one-stop facility equipped to provide a venue for couple interactions and team building. Operating Constraints: The facility must have: Block of 14 double, queen, or king size bedrooms, each with private bath, television, alarm clock, and other routine amenities; at least one (1) of the rooms must be handicap accessible for Veteran use if needed Break refreshments will be provided mid morning and mid afternoon on Saturday and mid morning on Sunday. Options should include coffee, hot chocolate, water, soft drinks (diet and regular), and sweet and salty snacks Meals must be furnished by the location which would include dinner on Friday, breakfast, lunch and dinner on Saturday, and breakfast and lunch on Sunday. Meal options must accommodate special dietary needs such as low fat, diabetic, low sodium, vegetarian, culture and religious dietary restrictions. A special reserved area of the dining space is preferred for all meals to allow separation of the Veterans/service member from crowds due to stress related issues. Candles on tables at dinner meal preferred. Buffet preferred. Complimentary business center services Conference room or meeting facility large enough to accommodate up to 28 participants and instructors with stable room temperature, comfortable chairs, tables, restroom access, aesthetically pleasing and quiet environment which is obstacle free and has appropriate natural and substantial indoor lighting for evening sessions. Must be able to move chairs around for various activities. Must provide privacy where couples may be separated from the rest of the facility guests. Contractor must provide AV equipment including projector, laptop with powerpoint and CD capability, pointer, screen, and microphone if room requires. Contractor must provide access to complimentary options for quiet and serene leisure activities such as walking trails, fishing, boating, swimming, and relaxing tranquil environment for couples to enjoy when not in classroom sessions. The contractor must provide evidence that the establishment is compliant with the requirements of the Fire Code regulations. The contractor must provide a DUNS (Dunn and Bradstreet number) The establishment must meet the minimum standards for accessibility as required by the Americans with Disabilities Act (Public Law 101-336). Submission requirements for responses to this sources sought synopsis (1)Your intent to submit a quote for this project when it is formally advertised (2)Provide a copy of Central Contract Registration (CCR). Must reflect Data Universal Numbering System (DUNS) Commercial and Government Entity (CAGE), and Small Business Administration Certification of Small Business Type. (3)Name of firm with address, phone and point of contact. (4)Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. (5)A brochure showing pictures of your rooms and conference/meeting areas. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
