- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), intends to award a sole source purchase order to Scinomix, Inc., 4069 Wedgeway Court, Earth City, MO 63045, for the purchase of all-in-one robotic solution. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase Sci-Print VX2, (part number 1044600) with peripherals from the Scinomix, Inc. This customizable robotic tube and vial handling instrument will be used to automate aliquoting and labeling systems to support high thru-put sample preparation activities for standardization programs for the CDC laboratories. This versatile instrument is equipped with current software technology and is capable of uncapping and capping of screw top vials, pump filling and cherry picking. It will handle vials from 0.5 to 15ml in size. It will operate stand alone or can be integrated as part of a larger automated system. This system holds up to 6 SBS footprint racks of vials which can be exchanged by external robotic arm. Labels vials and tubes up to 5" long in custom racks. It includes 2D barcode scanner Windows tm software, 10,000 label capacity, Windows based software, HEPA filtered enclosure, vial filling and scanner. This instrument will allow for the automated aliquoting and labeling system meeting state of the art technology, ease of use, and budget constraints. The equipment is built compact and will take up the least amount of space. Instrument performance is critical for the efficient operation and continuity of project activities for the standardization program activates for the CDC. No other vendor offers a comparable product that suits all of the CDC requirements and/or distributes these patented sole source items. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Scinomix, Inc. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 25, 2012. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
