- Section B and Statement of Work (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is RFP-SA201241261 and is hereby issued as a Request for Proposal (RFP) using FAR Part 12, Acquisition of Commercial Items. The Government contemplates a three year fixed-price contract with a Base Year and two one-year options to exercise. The Base Year Period of Performance is October 1, 2012 - September 30, 2013. The historical cost per report is as follows: FY'2010-2011 - $878.77 and FY'2011-2012: $894.89. The U.S. Trade and Development Agency (USTDA) is accepting proposals from all sources to provide monitoring and evaluation services with familiarity of foreign assistance and/or export promotion programs in accordance with the attached Statement of Work (SOW). The North American Industry Classification System Code (NAICS) is 541611 with a Small Business Size Standard of $14M. This requirement is being solicited as Full and Open Competition (unrestricted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60 effective 26 July 2012 and the following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the Central Contractor Registry at https://www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award]. All questions must be received by 12:00 p.m., EST on Friday, August 24, 2012 and submitted to contracts@ustda.gov. All proposals must be received by 4:00 p.m., EST on Wednesday, September 5, 2012 and should be submitted by electronic copy to contractproposals@ustda.gov in accordance with Section L: Instructions to Offerors; Subheading L.3.
