DESCRIPTION: Small business sources and cooperatives consisting of small business sources (defined as less than 500 employees under NAICS code 311991) are sought that are manufacturers or dealers of fresh or minimally processed fruit and vegetable products. Specifically, small businesses sources are sought to supply/provide FF&V products to USDA-supported schools located in the States of Michigan and/or Florida. Sources are sought for the following FF&V categories: Apples, Blueberries, Grapes, Oranges, Carrots, Lettuce, and other related products. Other related products include those that are minimally processed, such as sliced apples, sliced oranges, chopped lettuce (salad), and other products listed in the contractor's list of items offered for sale. All fruit and vegetable products purchased by USDA must be 100% verifiable domestic origin, and must be delivered on an as-needed basis to USDA-supported schools. Potential sources are requested to provide a Technical Capability Statement as indicated below for AMS review. This request is for information only; proposals are not requested nor will they be accepted in response to this notice. No contracts will be awarded solely on the basis of the responses to this notice. Offerors must be capable and willing to pass a Good Agricultural Practices (GAP) and Good Handling Practices (GHP) Verification Audits by the USDA Fresh Products Inspection Office. Business Information Please provide the following business information for your company and for any teaming or joint venture partners: 1. Company Name and Address 2. Briefly describe your company's ability to manage a business, including the management of suppliers/subcontractors. 2. Briefly describe management experience in regards to the specific tasking described, i.e. the delivery of FF&V to schools on an as-needed basis. Part III. Technical Capability 1. Briefly describe the capability of your business/facility to provide fresh produce to schools in Michigan and/or Florida. 2. Describe the capability of your facility and those of your suppliers, if applicable, to complete and pass an annual Plant Survey and Food Defense System Survey or Plant Systems Audit (PSA), performed by USDA, AMS, FV, PPD. 3. Describe your written Hazard Analysis Critical Control Point (HACCP)-based food safety plan. 4. Describe the capability of you and your suppliers to complete and pass good agricultural practices (GAP) and good handling practices (GHP) audits conducted by USDA, AMS, FV, Fresh Production Division or licensed Federal-State auditors providing services under a cooperative agreement with USDA oversight. (The audit must cover all parts of the operation which are applicable to the FF&V being purchased. For example, an apple purchase would require an audit of the orchards, packing house, and storage facilities.) 5. Briefly describe the distribution system by which you will provide FF&V to schools in Michigan and/or Florida. 6. Describe how you ensure 100% domestic origin of the FF&V supplied, including the traceability from subcontractors, including growers, processors, and distributers. Provide an example of documentation that specifies location where FF&V was grown, processed and shipped. Part IV. Capacity 1. List all current areas of Service or Delivery. 2. Describe your capacity to market and fulfill orders for fresh or minimally processed blueberries, grapes, oranges, carrots, apples, and lettuce. 3. Describe your capacity to perform a contract in the magnitude of $2.5 million or less in the State of MI and/or $4.0 million or less in the State of FL, and provide comparable work performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project - provide at least 3 examples. 4. Describe any issues with the specific requirements in the documentation provided that would preclude your capacity to submit a proposal under a solicitation for this statement of work. Part V. Suggestions Provide suggestions for managing prices under long term contracts considering the constraints within your industry. The suggestions may be a reflection of the policies and practices currently utilized by your firm, the industry, or a new innovative approach to this issue. For example, under a year-long contract, would you suggest firm-fixed pricing be established for each item for the entire period of the contract, pricing that would be periodically adjusted by an index (how often should it be adjusted and what index would you recommend?), etc. STATEMENT OF WORK Statement of Work United States Department of Agriculture (USDA) Agricultural Marketing Service (AMS) Fresh Fruit and Vegetable (FF&V) Products I. Purpose The USDA/AMS intends to enter into multiple long-term, indefinite delivery/indefinite quantity (IDIQ) firm-fixed-priced (FFP) with economic price adjustment (EPA) contracts, with commercial firms to supply Fresh Fruit and Vegetable (FF&V) products to USDA-supported schools located in Michigan and Florida in order to offer the school systems, cooperatives, or consortiums within those states an alternative ordering vehicle for these products. II. Scope The resulting contracts will be for the provision of apples, blueberries, grapes, oranges, carrots, and lettuce, and any related products (for example whole apples and sliced apples), listed in the contractor's list of items offered for sale. III. Work A. The contractor must actively market to the schools listed in Exhibit 2 and AMS will post a list of all vendors eligible to supply products under this program. B. The contractor will fulfill fresh fruit and vegetable orders made by each school system, cooperative, or consortium when they are placed. C. The contractor will send an invoice to the USDA for the origin price of the fresh fruit and vegetables only if accompanied by proof of delivery. D. USDA will pay the contractor for the price of the fresh fruit and vegetables only; transportation and other costs must be paid by the school system, cooperative, or consortium.
