- Statement of Work Notice Type: Special Notice Synopsis: FBO Special Notice This is not a request for proposal or a request for quote. There is no solicitation document available. This is a notice of intent of the Library of Congress to negotiate a sole source contract with A.J. Boggs & Company for PISCES-based Text Analysis Program (TAP) system. The TAP Application integrates the PISCES search engine and custom developed modules to refine search capability and create the text comparison modules. The Application pre-processes the bills and breaks each into paragraphs, which are then stored in the paragraphs database. These paragraphs are indexed based on similarity ratings to other paragraphs within the entire database through a series of daily batch jobs. The pre-processing underlies the TAP system. The Text Analysis Program (TAP) Application is a web-based program that locates similarities and highlights differences in legislative texts. It allows the rapid searching and comparison of all versions of bills contained in the Legislative Information System (LIS) over 10 Congresses. There are 3 main search tools: • The Find Similar Bills tool finds all bills related to any bill. Entering a bill number will return a list of bills related to the entered bill. The tool displays the percentage of similarity between the two bills. • The Bill Comparator tool gives a side-by-side view of two bills, indicating their similarities and highlighting their differences. The function matches similar paragraphs and displays the percentage of similarity between two paragraphs. • The Search Bill Text tool finds either provisions or bills that contain text similar to entered text. It is in the best interest of the Government to acquire the products through this vehicle to ensure consistent terms and conditions in licensing and maintenance, and to take advantage of administrative cost savings obtained from having all products licensed and maintained through a single vendor. The strategies are in the best interest of the Federal government and the price is fair and reasonable. The statutory authority for this sole source procurement is 41 U.S.C. 253(c)(1). This procurement is being conducted using FAR Part 12 procedures. Please reply no later than August 25, 2012.
