Description

THIS SOURCES SOUGHT NOTICE IS AN ADVANCE NOTICE FOR INFORMATION, MARKET RESEARCH, AND PLANNING PURPOSES ONLY. NO SOLICITATION IS AVAILABLE AT THIS TIME. INTRODUCTION The Naval Facilities Expeditionary Logistics Center (NFELC) manages the procurement of Civil Engineering Support Equipment (CESE) Table of Allowance (TOA) items. NFELC is responsible for equipping, mobilizing, and sustaining the Naval Construction and Expeditionary forces with Civil Engineering Support Equipment (CESE) and Civil Engineering End Items (CEEI). NFELC must maintain a ready fleet of CESE and CEEI to support the Navy, Marine Corps, and other Department of Defense (DOD) components worldwide. PURPOSE The Naval Facilities Expeditionary Logistics Center (NFELC) is anticipating an exchange of personal property. This exchange contract objective is to utilize existing resale value of three (3) Terex complete rock crusher assemblies to acquire three (3) new complete transportable Rock Crusher assemblies with an option to procure one(1) more new complete rock crusher assembly. NEW TRANSPORTABLE ROCK CRUSHERS. Each new rock crusher assembly will have a primary jaw plant (hereinafter referred to as the Primary Plant), secondary cone crusher and screening plant (also referred to as the Secondary Plant), stackers and conveyors. The new requirement will include shipping, special tools, technical manuals, warranty, and training services for operation and maintenance of the assembly. REQUIRED CAPABILITIES OF NEW ROCK CRUSHER ASSEMBLIES Each new complete assembly shall be capable of crushing and processing aggregate at a production rate of 150 tons per hour (TPH) threshold to 250 TPH objectives. Each individual plant, or the Rock Crusher assembly, shall be readily air transportable; road transportable; completely self-contained; and come equipped with a three-phase, diesel driven generator as an intrinsic component. The transportable rock crusher assembly must be capable of operating at extreme weather conditions. See Attachment 1 PWS for more details. TEREX ROCK CRUSHER EXCHANGE. As authorized by 40 U.S.C. 503, this anticipated equipment exchange is designed to utilize commercial value of existing, non-excess government equipment from the government to the selected Contractor. The Contractor shall remove all three (3) Terex Rock Crushers from Naval Base Ventura County, Port Hueneme, CA at its own expense. Attachment 2 is a detailed description of the Terex Rock Crusher being offered for exchange. The property is located at Lot #11 Staging area at the Naval Construction Battalion Center, Port Hueneme, CA 93043. Offerors may inspect the property, during the period of August 10, 2012 through September 10, 2012 from 8:00 a.m through 3:30 p.m.(PDT, California time) Monday through Friday. Inspection of the property will be made ON AN APPOINTMENT BASIS ONLY. The anticipated solicitation shall include a request for offerors to state prices ” (1) For the new items being acquired without any exchange; and (2) For the new items with the exchange (trade-in allowance) for the exchange property listed. PERIOD OF PERFORMANCE The anticipated period of performance is from issuance of the contract through 30 September 2014. PLACE OF PERFORMANCE The contractor shall provide all required components and deliver at least one crusher to each one of three destinations: 1) Naval Base Ventura County, Port Hueneme, CA. 2) NCBC Gulfport, MS and 3) NAWS China Lake, CA. SUBMISSION DETAILS Responses to this notice should include the following information: (1) Business name, address, business size and type (8) (a), HUB Zone, Service Disabled Veteran, Small Business, Large Business, etc., (2) Responses shall also indicate NAICS code, CAGE code and DUNS number (3) Point of contact to include e-mail address and telephone number. All responses shall be in the English Language. Your responses are requested by 02:00 PM (PDT) on Monday, 10 September 2012. Submissions will be accepted after this date, but feedback may not be as timely.
