- The Government intends to award a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract for one base year and four one-year option periods, not to exceed five years. The estimated value of this acquisition for the base period and including all options is $75,000,000.00. The North American Classification Systems (NAICS) Code for this procurement is 541690; size standard is $14,000,000. Full and open competitive procedures will apply to this procurement. This contract action will provide biological, natural and cultural resources management and compliance and related environmental planning services, in support of the U.S. Navy. The work conducted under this contract may include, but not be limited to the following type services: Resources Monitoring and Management Services including background research, study planning, field studies, and reporting. Biological and Landscape Analysis Services including Natural Resource Services, Military Mission and Sustainability Support, Monitoring and Analysis of Wildlife and Habitats, Rare, Threatened and Endangered Species Surveys, Assessments and Consultations, Water, Wetland, and Watershed Analysis, Vulnerability and Hazard Analysis, Remote Sensing Analyses and Applied Technologies, Educational Outreach, Archeological Surveys, Aerial Photogrammetric and GIS Mapping, Marine Resources, Alternative Energy Support, Applied Biology/Pest Management Services, Wildlife Disease and Epidemiology Support, Invasive Species Surveys and Management Plans, Erosion Surveys, Assessments and Prevention Plans, Miscellaneous Natural Resource Services, NEPA Services, and Range Sustainability Services. The place of performance is primarily NAVFAC Atlantic's area of responsibility (AOR) which includes the continental US (CONUS) and areas outside the continental US (OCONUS) and worldwide. Work will be performed by issuance of task orders. The Government intends to issue a Request for Proposal (RFP) that will be made available via the Federal Business Opportunities website (www.fbo.gov) and/or the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) on approximately 27 August 2012. All prospective offerors should download all pertinent documents from those websites. Requests for solicitation documents by telephone, fax or e-mail will not be honored. All interested offerors must be registered in the Department of Defense Central Contractor Registration (CCR) database. Be advised that failure to register in the CCR makes an offeror ineligible for award of DoD contracts. Information regarding this registration may be obtained by accessing the website https://www.sam.gov. Notification of any changes to the solicitation (amendments) shall be made only on the FebBizOps website. Therefore, it is the offeror ™s responsibility to check the internet sites daily for any posted changes to the solicitation plans and specifications. The Government intends to make multiple awards to offerors that represent the best value to the Government, price and non-price factors considered. Instructions and evaluations factors will be provided in the solicitation. All responsible offerors may submit a proposal for consideration. This acquisition will be procured in a competitive negotiated environment using formal source selection procedures set forth in FAR Part 15.
