Description
This is a pre-solicitation notice published in accordance with FAR 5.2 announcing that a solicitation will be published in the Federal Business Opportunity (FedBizOpps) not sooner than 10 days from the date of this announcement to provide Front End Visualization Support (FEVS) Services providing visualization in support of transformation for the U.S. Citizenship & Immigration Services (USCIS), Office of Transformation Coordination (OTC) and Office of Information Technology (OIT). USCIS is seeking a tool that must have the capability to support both low and high fidelity visualizations, including producing clickable prototypes that fully mimic the way the system will act as users navigate through the screens, and that business process scenarios, written requirements and notes can be easily linked to the visualized screens. The tool must also support requirement validation by being accessible to numbers (and changeable) individuals and groups of stakeholders to view and record comments in remote locations and to support configuration/management/traceability for updating the requirements visualization that will be deployed in future releases of the Electronic Immigration System (ELIS). The tool must have the ability to be accessed from a centralized server and exported to a special iDoc file which can be opened, read, and commented on using a free reader. USCIS is also seeking Basic and Advanced Training on this system, Mentorship, Program Management, Technical Support, and 15 software licenses. This acquisition will be a full and open competition. This is not a re-compete. This contract will have a one-year base period with four (4) one-year option periods. This notice is not a request for proposals and in no way obligates the Government to award any contract(s). The distribution of the resulting solicitation will be accomplished solely through the FedBizOpps website http://www.fbo.gov. Hard copies of the solicitation documents will not be available, therefore, no written or telephone requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site. Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information about this acquisition.
