- This is a Request for Information (RFI) only. Any and all information requested in response to this RFI is for Market Research purposes only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions to this RFI will be treated as business confidential materials, become Government property, and will not be returned. Background Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires each VA Medical Center (VAMC) to conduct routine Environment of Care (EOC) rounds at each VAMC health care system and Community Based Outpatient Clinic (CBOC), a minimum of twice per fiscal year (FY) in keeping with The Joint Commission (TJC) Elements of Performance for EC.04.01.01 - Organizational Monitoring. VHA is comprised of 21 Veterans Integrated Service Networks (VISNs) that are each responsible for managing health care activities (including quality and safety) within their geographic area. This can include six (6) to 10 VAMCs and a number of supporting outpatient facilities. VAMCs work together within a VISN to provide high quality, safe and accessible health care to Veterans in their areas. With 152 VAMCs nation-wide and associated clinics, VHA manages one of the largest health care systems in the United States. VISNs face numerous clinical and business challenges, including ensuring quality assurance, continual compliance readiness, capturing the various patient type environments and capturing patient environmental need information. VHA employees are expected to manage EOC compliance as it relates to patient care activities, capturing deficiency data in real-time and generating time-sensitive corrective actions to identify potential patient safety risks and EOC deficiencies. Currently, the ways in which these EOC Rounds and Responses to compliance inquiries are handled vary significantly from site-to-site. This process should be streamlined, VHA-wide, to create consistency within the medical centers. Requirement The scope of this initiative is to implement a national web-based solution that will create consistent EOC methodology in all 152 VA medical centers. VA is searching for a Commercial Off-the-Shelf (COTS), turn-key, web-based software application, also known as, "EOC Assessment & Compliance Tool", that will reside on a virtual server behind the VA firewall, and will have the ability to address from identification to resolution, all violations of EOC Standards, as referenced by TJC and VHA policy by providing capabilities to integrate clinical and administrative corrective action plans (CAPs) to address EOC, Infection Prevention and Control by gathering data and handling issues in real-time to provide instant and accurate results. The EOC Assessment & Compliance Tool must also have the ability to: -Add or revise checklists as required; -Store, view and report on compliance information including checklist responses, interview notes, photographs, signatures and follow up recommendations; -Be accessed either remotely through the web, or through a local version stored on tablet devices for medical centers without wireless capabilities; -Be accessed through VA desktops. Included with the turn-key solution, VA also requires the provision of VA-approved tablets for system access and recording of EOC information during rounds. 11 tablets would be required for each of 152 VA medical centers. Tablets for medical centers without wireless access should be configured by the contractor with EOC software prior to delivery to VA. Assistance with implementation planning, national rollout and training is also required. Response Instructions In response to this RFI, VA is looking for viable sources to provide the above requirement. The following information is requested: 1.Please provide a brief overview of your company's approach to EOC solutions. 2.Can your company support all elements of this turn-key solution? 3.Are there any elements of EOC national rollout that are critical to success and have not been included in the list above? 4.Please indicate your company's socio-economic status (e.g., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone.Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone). If Service-Disabled or Veteran Owned Small Business, is your company certified in VA's VetBiz (www.vip.vetbiz.gov) repository? 5.Please provide your standard commercial price structure for licensing the EOC software solution, as well as commercial price history and a rough order of magnitude for the same or similar products/solutions. 6.Please provide all GSA schedule and/or GWAC contract information. It is requested that interested contractors submit a response (electronic submission) of no more than 10 pages in length, single spaced, 12 point font minimum that addresses the above information.
