- PRE-SOLICITATION NOTICE for NRM Project Upgrade Site Lighting at the VA New Jersey Healthcare System Lyons Campus, 151 Knollcroft Road, Lyons, New Jersey: Contractor shall provide all labor, materials, equipment and supervision as necessary to complete Project #561A4-08-103 as outlined in the contract specifications and shown on the contract drawings. The project consists of, but is not limited to, installation of new light poles, panels, feeders/circuits, general construction, alterations roads, walks, grading and necessary removal of structures and certain other items on both sides of Knollcroft Road. This construction project is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). All prospective contractors must be registered/verified on VetBiz website, www.vetbiz.gov to be considered for award. There will be a pre-bid conference/site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the pre-bid conference will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about August 13, 2012 with the bid opening on/about September 13, 2012. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006 competition is restricted to SDVOSB construction firms. Any vendor wishing to receive an award in response to this solicitation must be certified by the Center for Veterans Enterprise prior to award. Lack of certification will be considered "non responsive". This project magnitude range is between $2,000,000 and $5,000,000.The North American Industry Classification Code (NAICS) for this project is 238210, with a size standard of $14.0 million. Time for completion is 365 calendar days after receipt of the Notice to Proceed (NTP). In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101, VetBiz Registration, prospective firms must be registered in Central Contract Registration (CCR) and in the VetBiz databases prior to award. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://www.vip.vetbiz.gov.
