Description
The Naval Supply Systems Command, (NAVSUP), Fleet Logistics Center, (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire, through full and open competition, professional services in support of the Chief of Naval Operations, (OPNAV), Air Warfare Division, (N98). Contractor support is required in the following areas: (1) program analysis, (2) financial management, (3) operational research and (4) administrative support services. It is expected that support will be necessary at the Pentagon, Washington DC. The range of required tasks to accomplish OPNAV N98 ™s requirement covers: Strategic Assessment, Strategic Planning, Strategic Communications, Requirements Support, Programming Planning, Budgeting & Execution, POM Analysis, Financial Programming, Manpower Assessment, Manpower & Personnel, Analysis Support, Information Technology, Research & Development, Studies & Analyses, Modeling & Simulation, Office Management & Security, Project Management and Science & Technology. The specific actions and/or tasks required under this contract will be identified on individual task orders issued under this contract. Travel will be required in support of this requirement. The solicitation shall contain a requirement for a base period of performance beginning on or about 01 July 2013 and through 30 June 2014 with two (2) one year options. For planning purposes only, it is estimated that the requirement will call for 334,080 man-hours of service over the life of the contract, if all options are exercised. The government is contemplating multiple awards of a Cost Plus Fixed Fee, Indefinite Delivery, Indefinite Quantity type contract. Offerors shall be required to submit both cost and technical proposals. The Navy ™s evaluation of proposals will consider the offeror ™s technical proposal more important than the offeror ™s cost/price proposal. The applicable NAICS code is 561990. The size standard is $7.0M. The FSC is R499. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO Website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 05 November 2012. The closing date for the receipt of offers will be set forth in the RFP. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments hereto. The Government will not pay for the information received. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award.
