- 1. ACC-WRN intends to extend contract W56HZV-06-C-0677, for PM Heavy Brigade Combat Team Total Package Fielding (TPF) and Warehousing effort, for 12 months from 1 September 2012 through 31 August 2013. This will allow sufficient time to bridge the effort between the current requirements and a potential future competitive action. 2. This award will be done on a Cost-Plus-Fixed-Fee basis under the statutory authority permitting Other Than Full and Open Competition. Authority for this action is 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii). "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The estimated total value of this action is $10.6M. Modification award date is scheduled to occur on or before 31 August 2012. 3. Places of performance include Fort Hood, TX and other CONUS and OCONUS locations as required. 4. The delivery schedule for this contract extension includes multiple HBCT Fielding Schedules which will continue through 31 August 2013. 5. Award of this action on a sole-source basis to Z-Systems is justified because it is likely that an award to any other source for this extension period would result in substantial duplication of costs that is not expected to be recovered through competition and it would result in unacceptable delays in fulfilling the agency's requirement. Z-Systems is currently providing the required effort for TPF fielding support, which includes refurbishing parts and equipment to operational standards, and conducting fielding site setup and fielding execution with the gaining unit. 6. This contract action is a bridge effort needed until a determination can be made regarding a potential competitive action for future requirements. The Army Force Structure Decision is projected to be determined in the November/December 2012 timeframe. This decision will affect and determine the future Army Acquisition Objective (AAO) requirements. Once the AAO is determined, the Government will assess the procurement strategy of competitive actions for future fielding services requirements. 7. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. 8.
