- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) on behalf of the National Center for Advancing Translational Sciences (NCATS), National Center for Translational Therapeutics (NCTT) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Pierce Biotechnology Inc, 3747 N Meridian Road, PO Box 117, Rockford, IL 61105 or the purchase of one (1) CrEST X-Light Spinning Disk Confocal Module for Array Scan VTI. Background: The Tox 21 program is part of the National Center for Translational Therapeutics (NCTT). One goal of the Tox21 program, as part of the NCGC, is to incorporate and develop High Content Screens (HCS) in parallel and/or in conjunction with the center's well-established quantitative High Throughput Screens (qHTS) for cell based toxicity. HCS will enable confirmation of true positive hits obtained from the qHTS. HCS allows us to acquire spatially and/or temporally resolved information on a biological event and automatically quantify it. Currently, High Content Imaging for the Tox21 program is being done on the ArrayScan VTI, which provides the latest high content imaging technology which will allow quicker read times, "on-the-fly" data analysis and accurate data analysis with their easy-to-use software package. To expand the HCS capabilities of the Tox21 program, we will purchase a confocal module for the ArrayScan VTI. The confocal module is the latest in high-speed Nipkow spinning disk technology and has a variable pinhole, so you have finer control over image acquisition across a range of objectives (magnifications) in order to balance image quality and performance for demanding cell biology experiments, e.g stem cell colonies, tissues and 3D cultures. Sole Source Justification: Currently, High Content Imaging for the Tox21 program is being done on the existing Pierce Biotechnology ArrayScan VTI currently in use byNCATS lab, which provides the latest high content imaging technology which will allow quicker read times, "on-the-fly" data analysis and accurate data analysis with their easy-to-use software package. To expand the HCS capabilities of the Tox21 program, NCATS is requesting to purchase a live-cell module for the ArrayScan VTI. This module offers complete quantitative, kinetic and live-cell imaging and analysis. It offers full control of temperature, CO2 and added humidity to maintain cell health and viability, ensuring more reliable results. This module is compatible with all Pierce Biotechnology BioApplication image analysis modules and has a proprietary cell tracking algorithm that monitors individual cells over seconds, minutes, hours or days. The software tracks the position of each cell and computes motility measurements such as persistence, displacement, velocity, acceleration and directionality on a cell-by-cell or well-by-well basis. In addition, it also can produce kinetic calculations and curve fits and rate constants for any measurement taken. This request is to upgrade the existing equipment currently in use by this vendor. Pierce Biotechnology is the only known source for this upgrade as parts and accessories must be compatible with existing equipment in order to maintain the current warranty that is in place. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 325412 and the Size Standard is 750 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
