- This is a notice of intent that GSA anticipates issuing an engineering service solicitation in support of the AN/ALM-233 Countermeasures Set Test Set. The Performance-Based Work Statement (PWS) provides for Engineering Support of the AN/ALM-233 Countermeasures Set Test Set. Period of performance shall be 12 months after receipt of order (ARO). The proposed contract action is for supplies or services for which the Government intends to solicit sole source to Mercer Research Center (MERC), CAGE 1WDH9, 135 Osigian Blvd, Warner Robins, GA 31088 in accordance with FAR 6.302-3(a)(2)(ii). RFP will be issued to the sole source contactor by the Contracting Officer. FAR 12 does not apply. Questions regarding this synopsis must be submitted in writing via email to the below identified issuing office point of contact no later than the aforementioned date and time. Oral communication is not accepted on this synopsis. No other communications, whether oral or in writing, will modify or supersede the terms of this synopsis document. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify tot the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
