Description

The Department of Veterans Affairs intends to negotiate sole source commercial item procurement to Learning Consultants of Asheville for LMS Phase IV Transition, all of the VISN and Facility based educational offerings currently accessed outside of the-LMS framework have to be adapted for access through the TMS system. This requires assuring that all offerings not only 1) meet rigorous 508 compliance standards, but also that they are 2) appropriately coded and restructured using a highly complex software taxonomy that requires extensive technical knowledge, 3)the user groups are appropriately identified and coded and the 4)educational content is current and relevant to the target audience. The period of performance shall be for (1) one base year plus (1) one option year. This proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302(b)(1)(i). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 4:00 EST, August 27, 2012 EST to: danielle.may2@va.gov or Fax: 757-728-3132. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
