Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) on behalf of the National Center for Advancing Translational Sciences (NCATS),, Division of Pre-Clinical Innovation(DPI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Applied Biosystems, 850 Lincoln Center Drive, Foster City, CA94404. Background: The mission of DPI is to apply the tools of small molecule screening and discovery to the development of chemical probe research tools, for use in the study of protein and cell functions, and biological processes relevant to physiology and disease. This request will enable the NCATS-DPI and the Tox 21 Project to analyze effects of chemicals on living cells in vitro cell-based screening. This screening is used to test thousands of environmental chemicals and assess risk of human exposure to these chemicals. NCATS in collaboration with the Environmental Protection Agency (EPA) and NIEHS Triangle Park (NTP) under Interagency Agreement Number Y3-HG-7060-02 has mandated a need to determine gene signatures from cultured human cells. These gene signatures will enable the Tox21 Consortium to evaluate potential human toxicity of ~10,000 chemical environmental contaminants using expression of 96 genes per sample. NCATS is requesting reagents necessary for the evaluation of these gene signatures utilizing quantitative reverse transcriptase polymerase chain reaction (qRT-PCR) equipment we already have on site. These reagents will enable gathering of multi-factorial (96 data points/sample) using time-efficient processing of samples and smaller amounts of starting materials to save time and cost. NCATS/DPI would like to maintain the use of reagents from one vendor to continue the consistency of data collected. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 325199 and the Size Standard is 1000 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
