- BACKGROUND The Dodd-Frank Act established the OFR within the Treasury Department as part of a broader financial reform effort to address weaknesses that the financial crisis laid bare. The OFR's mission recognizes its mandate to provide the Financial Stability Oversight Council, its agencies, and the public with more and better data and analysis to help identify, monitor, and evaluate threats to financial stability. As documented in the Office of Financial Research, Strategic Framework, 2012-2014, the OFR mission is: "Serve the Council, its member agencies, and the public by improving the quality, transparency, and accessibility of financial data and information, by conducting and sponsoring research related to financial stability, and by promoting best practices in risk management." OFR is conducting market research into commercial, off-the-shelf requirements management tools (sfw) to manage requirements in a traceable, collaborative and effective manner. It has been shown that projects often fail due to poor requirements management, and OFR's goal is to prevent that from ever occurring. We are looking for a tool(s) that has the following features: • Requirements traceability matrix • Functionality to create use cases and test cases • Import/Export capability with MS Word and MS Excel • Reusability • Version Control • Ability to create self-defined user groups RESPONSE SUBMITTAL INSTRUCTIONS Following is the Point of Contact for this RFI: L. Stanley, Contracting Officer psb3@bpd.treas.gov Please submit responses via e-mail in Microsoft Office 2003 (or more current Microsoft Office version) format. The response shall be no more than twenty (20) pages, Times New Roman font, with a font no smaller than 10 point. Responses are due no later than 2:00 PM Eastern Daylight Time on August 16, 2012. Responses shall provide, at a minimum, the following information: • Vendor name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, e-mail address of designated point of contact, and DUNS number. • Business type (i.e., large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 511210. Please refer to Federal Acquisition Regulation (FAR) Part 19 for additional detailed information on Small Business Size Standards. The FAR is available at http://www.acquisition.gov/comp/far/index.html. • Proposed tool, features and benefits, system requirements, training and certification, if trial versions are available, how the product is priced and maintenance provided. • We would like to know if any vendor has provided their tool to US Department of Treasury or one of its bureaus. If yes, please provide the contract number and agency point of contact information.
