Description
The USDA, Forest Service, Santa Fe National Forest, solicits the services of Architectural & Engineering (A&E) firms for Fish Structure Restoration Design. The objective is to prepare a plan for the removal of 9 existing log structures from 7 miles of stream; and a design for the restoration of bed and bank stability in those reaches in the lower Jemez River. The project includes river assessment and restoration design work, including construction contract-ready drawings, specifications, and a construction line-item cost estimate. Firms will be evaluated on the following: (1) Specialized experience and technical competence. Evaluation will be based on the extent of directly related experience in the design of hydrologic/hydraulic modeling and river channel geomorphology/restoration with demonstrated experience using natural channel design methods in locations similar to the Jemez River drainage. Examples of qualifying past work shall be documented for review, as well as a description of the type of work performed. (2) Capacity to accomplish the work and project approach. Evaluation will be based upon the number of personnel available in the disciplines listed in Evaluation Criteria (4) below, previous working relationships of team members, and the team's approach to project performance. (3) Past performance on contracts with government agencies and private industry. Evaluation will be based upon the firm's past experience with other government agencies and the private sector in performing the requirements described; the quality and timeliness of performance under previous contracts. References with telephone numbers must be provided. (4) Professional qualifications necessary for satisfactory performance, via in-house employment and/or subconsultant agreement, including as a minimum professional civil/hydraulic engineers, geomorphologists and/or fluvial geomorphologists, hydrologists, and fisheries biologists. All professional personnel must be registered to practice in the state of New Mexico. Evaluation will be based upon the number of qualified personnel and their knowledge and level of specialized education at the university level, and all other applicable education, training, experience, and certifications together with their availability to perform work on this contract. Qualified firms who have experience in river hydrologic/hydraulic modeling, river channel geomorphology, and channel restoration design project using natural channel design methods are invited to submit Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II, no later than the close of business, August 27, 2012, to Southwestern Region, Attn: Linda Marquette, 333 Broadway SE, Albuquerque, NM 87102. Selection will be in accordance with the Brooks Act and Federal Acquisition Regulations Part 36 to determine the most highly qualified firm. The Forest Service intends to offer a formal solicitation and enter into negotiations with the highest rated offeror. If a mutually agreed to contract cannot be reached, then the Contracting Officer will terminate negotiations and proceed to the next most highly rated offeror.
