Description
PRE-SOLICITATION NUMBER - W912CL-12-R-0026 This project consists of the construction of a complete and usable 100 Kw Grid Tied Photovoltaic Solar System. System shall include the installation of all inverters, combiner boxes, fuse boxes, wiring, solar panel ground mounted racks, and wiring. Place of performance: Forward Operating Location (FOL) Curacao. The exact location for the installation of the Grid Tied Photovoltaic system will be provided to the Contractors during an organized site visit during the solicitation phase of this project Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 200 calendar days from the date of the Notice to Proceed (NTP). The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $500,000 and $1,000,000 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 10 August 2012. 52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) - ALTERNATE I (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for 15 August 2012, 0900 Local Time at CSL CURACAO (c) Offeror's are highly encouraged to re-inspect the site the construction will take place to satisfy themselves regarding the site conditions. It is the responsibility of the contractor to re-inspect and verify details and the scope of work and to verify dimensions, site adaptations, and other information presented in this scope of work before submitting its proposal. If you are interested in attending a site visit for this solicitation, please inform the contracting office point of contact in this solicitation via email, no later than 8 August 2012, 4:00 P.M. (C.S.T.) to include company's name, identify if this is a US Firm or Foreign Firm, participant's name, passport number or numero de cedula, email address and phone number and the names of the proposed attendees, company role (prime contractor or subcontractor) and the names of the proposed attendees. Provide this information by e-mail to the following address: hubert.m.cacho.civ@mail.mil and label the email with the firm name and title: Interested Vendor for Site Visit to CSL Curacao. I will compile a list of names and forward to CSL Curacao to process for entry to the installation. Country and Travel/passport information can be found at the Department of State website www.state.gov. (d) Participants will meet at the project location. (Conference Room, Bldg 600). Directions can be obtained at the entry control point. The project is located at CSL Curacao on the island of Curacao. (End of provision) CCR/FBO Registration: Potential Offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Curacao, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
